This will run down and run over anything, and crush it into the dust, which inny happen to stand in the track that leads to its foal; and hence it is that public offices are not ways, or but seldom, filled by the best men. The theory of our government looks to tlx incumbency of pub ic offices by tlie best men, by the most capable, faithful and honest; but has our practice been always, or even very frequently in correspondence with that theory? We apprehend that even political hardilioud itself, with all its brass ol countenance, would hardly dare venture an affirmative reply. Tl.c"claims" of partisanism has in fact set aside the theory, as a thing to be kept for special uses, or rather for use on particular occasions, and constitutional and moral requisites have to a great extent given way to party expediency. The best men! Why if you speak of such a one to a thorough paced partisan, as a person fit to fill any given office, he begins to think of a straight jacket as your appropiiate apparel. Your honest, faithful and claimable friend has no jiarly merit in his eyes on account of those necessary qualities, and without party merit he is unfit for office.

He has, it is true, voted the ticket of the party, Whig or Democrat as the case may be; but then he has always attended to Ids own business; took eare of his private affairs; was never seen at a ward or district meeting; never made one of a committee to draft re. solutions; never gave any portion of his time to the business of electioneering; never made any "sacrifices for the good of the party;" and, in short, though a very honest, industrious and worthy man as a citizen, yet as a politician he is utterly unworthy, except at the polls, and entirely unlit for any public office whatever, whether in the gilt of the people or the Executive of their choice. And who, or rather what are they, who thus ostracise the very best of men? Has the reader had opportunity for observation, that he may- answer the question for himself? Has he ever noticed the materials, of which arc composed tiur managing political cliques? Are they gen-erally such men as mind their own business, and (secure success in their industrial puisuits? Have we not cliques of all grades, fiom national, even down to ward cliques? Do not they man age the affairs of the political parties respective not these in their turn, as "the ba lance of power" preponderates in favor of either, manage the affairs of the country? When the elements of these cliques are considered, the re fleeting will cease to wonder at the fact, that poverty and party services combined constitute a "claim" to an appointment to office, though the former may be the result of culpable impru dence, and the latter have been rendered in con. sequence; nor will it appear at all strange that the really best men either eschew public lile altogether, or enter it only with great lcluctancc. But then, the fault is in the people themselves, find the remfdy is in their own hands.

They may complain a much as they may, hut they annot shift the blame from their own shoulders. If, for instance, the people of a State, or a large commercial city, permit some two, three, or half a dozen men to manage their political aff.irs for them, they cannot with a god grace complain of their doings; especially while they con tinue, year alter year, to follow their lead, and put them into possession of that appaitnt popularity which is politically presumid to be iriflu-eitial with the appointing power, whether city, 8tale, or national; and certainly they cannot complain of the of public servants, when they frequently repeat the direct of power to unworthy individuals, at the b.dding of a self constituted clique of malingers. So long as they continue to ratify the acts of irre-j-donsible and sell seeking bodies, their mouths must utter no sound or note of complaint, no matter how imperatively it may be demanded by tie mismanagement of public affairs. Their remedy for the grievance consists in taking the management of their political affairs into their own ha ud.s. Let them repudiate little paity clique, and refuse to ratily their doing; and when the services of men are wanted in public let the in Beck out the best, the most honest, faithful and capable.

Let them look in the selection, not alone to pai titan merits, but have regard to talents, acquirements and moral character, and at er some practice in this way, they may hope to see a relnrin of the numerous political abuses of wlii; they are wont to complain.
