point to the fact that traffic through the Panama canal is increasing by leaps and bounds and argue that its limit will be reached by the time the Nicaragua project is even well begun or at the very latest by the time it can be completed We are told that in the fifteen years of its operation it has earned about $224000000 in fees and that its operation has cost only $5000000 but as often happens in the case of government operations no notice appears to bestaken of the investment in the enterprise although it is a fact that the canal coat approximately $350000000 this money hav ing been raised by bond issues on which interest has been paid and the principal ultimately repaid Assuming that the interest charges on the investment were four per cent we discover that it would take $14000 000 per year to take care of these charges alone and that the total for the fifteen yers of canal operation would amount to $210000000 leaving only $9000000 as net earnings af ter deducting cost of operations and without allowing anything for depreciation In fairness to the enterprise we take note of the fact that the present earnings of the canal are greater than the average of the past fifteen years Assuming that they will continue to equal those of 1928 which we are told were more than $21000000 the net earn ings of the canal applicable to the reduction of the capital indebtedness will be about $10000000 per year at which rate it will pay for itself in 35 years If canal traffic in creases so as to make necessary its operation for 24 hours per day instead of 16 as at present this period may be re duced to 20 years or less There is well founded opposition to the expenditure of several hundred million dollars for the construction of anoth er interoceanic canal at least until it can be shown that the Panama canal is actually unable to accommodate the traffic Perhaps we might meet the advocates of the Nicaragua pro ject to the extent of proposing to them that all receipts of the Panama canal over cost interest and maintenance be set aside for the construction of a second canal but opposition that the original ditch must pay out before we agree on a new one' Ti Buckley Harlem utilization of teaching strength and the pupils spend more years under supervision of the best trained teachers The ideal system used in cities with population above 30000 provides six years 1 of elementary schooling then three years of juhlor high and three years of senior high The junior and senior systems in larger centers are separate but are combined in smaller places for economy It takes boys and girls of seventh grade age away from youngsters who have not yet conceived a very serious orwell organized attitude toward study Higher requirements laid down for junior high teachers then has its influence in that the children for three years learn that education is not so simple as the proverbial three As they reach senior high they should have the groundwork for assimilating the secondary school subjects which pave the way for college jlligh schools which have had rooms and teachers idle for varying portions of the school day are able to take up much of this slack and avoid duplications because principals are tbettcr 'ablcf to assign teachers to single subjects and occupy their teaching ohurs This should Improve the teachersau it specializes their field of research and practice' The new plan also enables the districts to get more usp out of laboratories libraries and physical education facilities The basis of the junior high idea is an increased administrative and
