Miss Harrison spoke briefly as follows: In our study of how to lay the foundation for that broad and generous education which will Jroduce noble men aud women we must not neg-ect or misunderstand any of the factors which will help us in the work.

It is true that each child should become an independent winner of his own bread if he is to develop all his possibilities, but this belongs to the later stages of life. Nor would we lessen the value of the training given in our schools whereby the child's powers of observation and thought, his insight into human nature, is to affect him alike to lead others or to combine with'them in undertakings, or, if need be, to serve faithfully and intelligently other leaders. All this is important and must not be neglected, but tne mother's duty is leading out into the right tendencies in all directions, especially in the training of the child's emotions, not least of which is the love of the beautiful. We will not speak this morning of the value of art in education. When we realize that true art in every aire has been the expression of what was best in that age we need scarcely dwell upon the value to the child of leading him to love and to study that best.

Louis, 90c premium. The commercial paper market has not been so active for months before. The revival started with the first business day of the year, and has been growing in volume with every succeeding day. The demand is from the city and the country, from the West and from the East. The coun-ery banks laid up a heavy surplus to meet possible extraordinary demands.

It is now pretty certain that there are to be no such demands and the bankers have come to the conclusion that their money has been idle quite long enough. With but few exceptions the paper is selling at an 8 per cent rate. Something extra choice occasionally goes for 1V per cent, but the 8 per cent rate is the rule. While the movement of commercial paper is decidedly heavy it doe9 not follow that there is easy money. At a rate under 8 per cent there would be but little demand.

At that rate there is a ready market for first-class The inducements offered by an 8 per cent rate are sufficient to unlock a great deal of idle money, but the situation is not yet certain enough to have a lower rate bring out the funds. The situation in that broad sense is duplicated in the local money market. For the borrower offering satisfactory security there is an ample supply of funds at 7 per cent, but there are no indications that the 7 per cent rate will at present be shaded. Speculative borrowers are still refused accommodation without much regard to the security offered. The flow of money from the country has now set this way in good earnest.

It started with the beginning of the year and has increased with every day. This inflow of money is sure to soon show its effect on the local situation. The foreigners bought stocks yesterday, but in spite of that sterling rates were firmer. Kates for bankers' demand bills were and for sixty-day bills Most of the bankers dealing in sterling exchange here think these rates are toppy and not likely to hold. Wilson and Sturges reported New York exchange as selling before clearings at par and after clearings at 25c premium.

New York Clearing-House certificates were yesterday reduced to a little below $10,000,000. The last of the Boston Clearing-House certificates were canceled yesterday. There was a broad, firm market at the Stock Exchange yesterday. It was a market, too, that had investment buying for its foundation. None of the brokers claim to be getting money to carry stocks on a margin.

With few exceptions the stocks that are being bought are being paid for by the buyers. Not for a year before has there been a time when such a large proportion of the transactions were strictly for investment account. The sensation of the day was tne rise in Calumet Dock. The announcement of a probable change in the management of the company was received as the best possible news. The close Tuesday was at 65Vi.

The receipts of corn were considerably under the estimate, and this accounted for the firmness that characterized the market during the morning. There was little doing outside of the local business, which was fairly large.

Cables were firm and domestic markets steady. The early fluctuations were within a narrow range until it was known that the estimated receipts for today1 aggregated but 125 cars. Then there was an advance which was maintained to the close. The uncertainty regarding the final figures in the Government report which is expected Saturday prevents much trading, as the speculators are unwilling to take the chances of getting badly left. There was a fair demand for samples.
