HCA withdraws offer to build Jackson hospital Community unwilling to give up local operating control Liquor Association opposes sin taxes CI1LYC.NNL (AP) Gov. Mike Sullivan's announcement thai he will push for increased taxes on alcohol and cigarettes sparked stiff opposition from the president of the Wyoming Liquor Association. "I didn't think the slate was hurting all that bad," Robert Full said last week. As keynote speaker at ihe Wyoming Heritage Foundation's forum on the stale budget, Sullivan said he will recommend that legislators raise laxes on mall beverages from 2 cents per gallon to 20 cents per gallon and from 8 cents io 28 cents per pack of cigarettes.

Sullivan said Wyoming has lived off laxes on minerals long enough and needs lo find other sources of money. Hut I all argued that raising liquor taxes would suppress sales so much that the stale would not earn any more money than under current tax levels. As ow ner of a restaurant in Sheridan, all said his response lo increased liquor laxes would be to raise prices. The Wyoming Liquor Association will lobby against any efforts to raise liquor taxes during the upcoming legislative session, I all said. While Wyoming Taxypayers Association Executive Vice President John Allen reacted more favorably to Sullivan's suggestion, he said his group would probably join others opposing I he lax increases.

"I know we are comparatively quite low in the cigarette and liquor lax," Allen said. "So I can understand the governor wauling to examine those as possible sources of money." said HBE would need a greater commitment from the hospital board before going ahead with detailed construction plans. He added the HBE would prepare those drawings at no cost to the board if given such a commitment. "We would provide you a firm construction contract within six weeks and, if given the go-ahead, prepare construction plans for a start next April." Morse promised. Not too many months ago, almost a doen companies indicated lo the St.

John's trustees that I hey were interested in becoming involved in construction of a new hospital. Only a few firms actually submitted proposals and as ihe board of trustees began asking for more and more specific information, all but HCA and HBE pulled out of the process. HCA's withdrawal does not affect the commitment of Ihe board of trustees to building a new hospital, board president Elaine Mer-cill said. By JOSEPH PICCOLI St -Tribune corrcsponden JACKSON Hospital Corporation of America has withdrawn its offer to build a niuitimillion-dollar hospital here, leaving the board of trustees of St. John's hospital with only one company willing lo bid on a project to replace the 26- year-old building currently in service.

HCA, which manages St. John's under contract to the board of trustees, had offered to build a hospital at no cost to the community, provided il was given an exclusive lease lo operate the new facility for 20 years. But giving up local control of (he hospital proved lo be an unpopular proposition and James Hoffman, HCA's director of Acquisitions and Development, announced at a community meeting Nov. 11 that the company no longer wants to build and operate a hospital in Jackson, although he added that HCA hopes to be able to continue managing the hospi million. Morse told the board of trustees and an audience of about 50, including many physicians and hospital employees, that "In terms of financing, this is one of the easiest projects that's come across my desk in several years." One way (o reduce the cost of financing a new hospital, Morse said, would be lo seek partial funding from the capital facilities tax.

The hospital board was among four groups that made proposals to use the tax when the Jackson Town Council and Tclon County Board of Commissioners met in October lo consider calling a capital facilities lax election. But at the time, the hospital board had no firm project in mind and was deemed unready to reserve revenues from Ihe tax. Although HBE's financing projections were exhaustive, Morse faced criticism thai the construction drawings that he presented lacked the detail the financial presentation boasted. Morse acknowledged thai but tal. "Jackson needs and deserves a new hospital," Hoffman told an audience of about 30 that had cx-ptoied him to unveil detailed plans foi that hospital.

"But to be suc-cessml, a new facility needs Ihe complete support of the com-munit). It has become clear (hat an HCA-owned hospital would not have ihat support." A week before HCA withdrew, another company, Hospital Building and Equipment gave a detailed presentation Ihat it said demonstrated ihe community can afford to build a new 43-bed hospital costing $6.7 million. According the HBE presentation, financing construction would cost an additional SI. 2 million under the most expensive financing option, revenue bonding. Alternatively, said Buck Morse, HBE executive vice-president, building a 43-bcd additon to the current hospital and undertaking renovation that would permit the existing hospital to be used for a nursing home would cost.

Mix 1-15 oz. can tomato sauce with 1 c. sour cream. Stir into meat mixture and simmer at 250 for five minutes. Serve over cooked wide egg noodles.

Wild Game Cooking Tip: Trim all meat from the bones. Then trim all fat and white membrane, so all you are working with is pure, lean meat. Coat meat portions with salt, pepper, and dry recipe spices and let stand for 20-30 minutes. A super-easy marinade tor meat is: 1 2 c. diced onion, 1 2 c.

Wild Game Cooking Tip: Rabbit tastes best if it has been dressed out and cooled as soon as it is shot. Take a small cooler filled with ice and ziplock-type plastic bags to keep rabbit in until you get home. Use enough oil to cover the bottom of frying pan and heat to medium heat. Coat rabbit with flour mixture and place in frying pan. Cover pan and cook for 10 minutes.

After turning rabbit, place onion slices on top, cover and cook for about 5 minutes. When rabbit is golden brown, add bell pepper, wine and water. Cover and cook 10 more minutes. Serve with wild rice and garden salad. Pawnee Hotel 2)gs, One.

Chop one small onion. Add with seasoning. Stir well. Let simmer for at least four hours or longer. Serve with mashed potatoes and vegetable.
