Gregory's church. She will be buried in Cal vary cemetery. Mrs. Swickel was a gister of -the late Morgan A. Collins, former police commissioner of Chicago.

She is survived by her husband, Joseph H. Swickel, a re tired department manager of the Carnegie-Illinois Steel corpora tion: a daughter, Mrs. Gertrude Louise Lahr, and a sister, Mrs. C. B.

Miller of Pittsburgh. After the death of Mrs. Swickel's brother in 1946,. she gave his star to Commissioner Prendergast, who still wears it. Raymond G.

Lawry Rites for Raymond G. Lawry, 70, 7322 S. Phillips will be held at 3 o'clock p. m. tomorrow at the chapel at 2024 E.

75th st. Mr. Lawry died last Saturday in Passavant hospital after a short illness. A resident of Chicago for 40 years, he was associated with the engineering firm of Roberts and Schaefer, 130 N. Wells st, and was instrumental in the development of coal cleaning equipment now widely used in the middle west.

Survivors are his widow, Mrs. Mabel G. Lawry, a son. John of Boulder, and three grandchildren. Interment will be private.

Roscoe J. Perry Roscoe J. Perry, 60, of 329 Collins Joliet, head of the vo cational department at Taylor school in Chicago, died yesterday in his home. He taught 21 years in Chicago public schools, and pre viously was a teacher in Joliet. Services will be held at 10:30 a.

m. tomorrow in St. Mary's church, Joliet. Surviving are his widow, Marguerite, and two daughters, Mrs. Georgia Deiss and Mrs.

Gault, 49, former city social worker, died yesterday in her home at 910 Ainslie st. She was a graduate of Northwestern university. Mrs. Gault is sur vived by her husband, Dr. Joseph T.

26 Reuters Seifullah Yousry, 75, former Egyptian minister in Washington, collapsed and died while playing golf at Gezira Sporting club here today. MEN KILLED, 2 OTHERS HURT IN AUTO CRASH Car and Cattle Truck in Collision Two young Lombard Du Page county men were killed and two others were injured last night when an automobile and a cattle truck collided on North av. near Yale Villa Park. Several steers escaped from the truck and ran loose in the neighborhood. Police squads were attempting to round them up.

The dead were Dudley W. Sid-well, 24, of 350 S. Brewster an employe of a legal descriptive map making company owned by his father, Joe H. Sidvvell, in Wayne township, Du Page county, and John W. Miller, 24, of 5 E.

Two on Truck Injured Sidwell and Miller were riding west in the automobile when, police said, the truck, bound for tbe Chicago stock yards, skidded out the driver's control and hit the automobile almost head-on. Vincent O'Rourke, Lamont, the truck owner, and Albert Gerlach, Belleview, Calhoun county, the driver, were injured severely. They were taken to Memorial hospital, Elmhurst. Sidwell also is survived by his widow, June.

Miller leaves a widow and a 2 year old child. Eric Mark Abramson, 77, of Lily Lake, Kane county, a member of the Kane county board of supervisors for 20 years, died yesterday in Sherman hospital at Elgin from injuries he suffered Dec. 1 when the truck he was driving from his home to Elgin went out control and overturned, pinning him in the wreckage. He had operated a hardware and general merchandise store in Lily Lake for many years. An inquest will be held today at Elgin.

Musician Injured Fatally Vincent Skiba, 42, a musician, was fatally injured when his automobile struck an underpass sup port of the Belt Line railroad at Augusta blvd. and Kenton av. Hart Julian G. Hart, 70, of 1206 North Waukegan, who retired in 1942 after 25 years as general manager of the North Shore Gas company, died yesterday in his home. Mr. Hart was a director of Victory Memorial hospital, Waukegan. He formerly was a member of the Waukegan township board of education, a director of the Waukegan-North Chicago Chamber of Commerce, and exalted ruler of lodge.

William Stommel William Stommel, 86, owner and operator of a general merchandise company and store for 54 years in Hobart, Lake county, died yesterday in Mercy hospital in Gary. Mr. Stommel, a bachelor, founded the store and headed it also after it was incorporated a few years ago as Wil liam Stommel Co. Services will be-held at St.

Cowen Washington, Dec. 26 (JP) Mrs. Dora T. Cowen, 76, mother of Myron M. Cowen, United States ambassador to the Philippines, died today.

She was born in Des Moines, but had made her home here for a number of years. She also maintained a home at New Rochelle, N. Y. CHRISTMAS AT HOME BOOSTS MORALE OF IRON LUNG PATIENT Daniel Westendorf, 24, an air corps veteran who was released on Christmas day for three hours from the iron lung in which he has been confined with polio for 13 months in Hines Veterans hospital, near Maywood, was reported cheerful, happy, and unharmed by his experience yesterday. Westendorf's release for a brief Christmas party at the home of his brother, Robert, 534 Geneva Bellwood, was arranged by physicians after it was found he was physically able to leave the lung for a brief period.

Hospital authorities said his morale was improved immensely by the excursion. Three other men in iron lungs in the hospital were reported cheered by Westendorf's progress. Their own homes were too far away to allow similar trips. Westendorf's parents, Louis and Sena, live at 2715 Neva av. accident.

Skiba, who lived at 3617 Shakespeare was taken to St. Anne's hospitl where he died. Mrs. Mary Benson, 66. of 5366 Oconto died in West Suburban 20 when she fell under a Chicago hospital of injuries suffered Dec.

Please emit Sowers, HOUSING SITES Commission Tells Policy on Appraisals The Chicago land clearance commission has adopted what it considers a foolproof policy and system for eliminating any speculation in its acquisition of slum property for redevelopment proj ects. Consisting of five nonpolitical commissioners, the commission was created by state law as the principal piece of administrative machinery in Chicago's housing program- Its job is to buy and clear slum tracts, and then resell the property at written down prices to private developers of new housing. As its first undertaking the commission is acquiring a 20 block area at 31st st. and South Park way. This site will be used chiefly by the New York Life Insurance company for a modern apartment project of 1,400 dwelling units.

Sums Up Policy Ira Each, executive director of the commission, summed up the commission's policy on land acquisition with this comment, "If there's the slightest hint that a property owrer or speculator is trying to profit at the public's ex pense, we drop negotiations and put the property into condemnation so that the price can be set in a jury trial." If condemnation is not necessary here is how the commission negotiates for a parcel of property: Two of the commission's 12 appraisers are assigned independently to the property. Each turns in a detailed report on what he thinks is a fair value. These appraisals are based on such factors as condition of the property, depreciation, current economic valuation or the income as a rental unit, and sales prices of other similar property within the last year. Independent Review Blade An independent review of the two initial appraisals is made by still a third appraiser. The reviewing appraiser, in turn, submits a report to the commission real estate committee, which determines the commission's initial acceptance price.

Commissioners on this committee are Herman Wal-ther, an authority on real estate appraising, and. Michael J. Long, well known realtor. The acceptance price information is turned over to a staff of five negotiators, headed by Bryant A. Hammond, who begin negotiations.

If the property owner refuses the offer, he is advised obtain the services of a competent appraiser and submit his own appraisal. If a price is agreed upon in negotiations, it must be approved by the full commission. Other Commission Members Other commissioners besides Walther and Long are John Mc-Kinlay, former president of Marshall Field Co. and chairman of the commission; Dr. Henry T.

Heald, -president of the Illinois Institute of Technology, and Truman K. Gibson a Negro attorney and former assistant to the secretary of war. Walter Strandin, director of the commission's real estate division, reported that 103 parcels of the New York Life site have been acquired thru negotiations. Condemnation suits recently were filed on 25 other parcels. The New York Life site consists of 724 par cels.

All of these are expected either to have been acquired or placed in condemnation by spring. Cost Set at 11 Million Strandin said thus far there had been no indication of Speculation in the property deals. Approximately half of the area, he said, is owned by Negroes living there. Much of the remainder, Strandin said, is owned by the George F. Harding estate and several industrial and commercial firms.

The commission expects to spend approximately 11 million dollars acquiring the area. The resale price to the private developers probably will be about 2 million. Besides New York Life, three Negro life insurance companies also plan small housing developments. The 9 million dollar loss in the resale will be covered by federal, state and city funds earmarked for this operation. HOLD FUNERAL TOMORROW FOR E.

E. GRIEST, 67 Euclid Eugene Griest, 67, of 370 V. Normal pkvvy-. vice president and general manager of Lehigh Foundries and widely known in industrial and engineering circles, died Sunday in Luke's hospital. Mr.

Griest's career in railroad ing, engineering, and the steel and iron industries began in 1907 as a designing engineer for the Crucible Steel company. He worked for the Erie railroad and for 10 years was with the Pennsylvania railroad at Fort Wayne, Ind. He was general superintendent and later vice president of the Chicago Railway Equipment company from 1918 to 1936, vice president and general manager of the Fort Pitt Malleable Iron company from 1936 to 1940, when he joined Lehigh Foundries. He was the author of many articles in technical publications. Surviving are his widow, Mari-anna, and two daughters.
