Previous to the House proceeding with business, Mr. Florence, of stated that he had in--rttctually endeavored all day yesterday to introduce the lollcwing resolution: "Resolved, That Senate bill No.

674, to organize the navy of the United States, be made the special order for Saturday next, et 12 o'clock, meridian;" whh he asked leave to submit. The motion was objected to, and the House went into committee of the whole on the state of the Union, for the consideration of territorial business, pursuant to an order of a lormer day. While in committee, a message was received from the President. Mr. Bayly, of Virginia, staed that as the message requiied immediate action, he moved that the committee rise.

The House having resumed, the message was read, and the Report of the Secretsry of State, intimatiDS that the British Government were willing, provided British cured fish were permitted tone imported free of duty, to allow American fisherman to catch fish on the coasts of the Provinces, with the exception of Newfoundland, but not to cure the same there; the same liberty to be printed to British fishermen on the coast of the United States; and farther that if a reciprocity of trade ere established as respects certain products of this country and the colonies, would surrender Uie free navigation of the Welland canal and the river St. Lawrence to the ocean; and recommending the action of Congress with reference to the fisheries, leaving the subject of reciprocity to future legislation The report was referred to the committee on foreign affairs; and the House aeain went into committee and reported favorably on the bill rgulatine; the location of Oregon, and another oiistituting the territory cf Washington, north i tise Columbia river. Tbe navigation of one of the most important livers north of the Potomac was to be sacrificed to gratify a foreign company, who had no interest in Maryland, and expended harily a dollar in the State. The eyes of other States were fixed upon us, to see if this important precedent was to be established. Once fix this precedent, and no city or town or interest of any kind but might fall a prey to further the aggrandizement of these foreign corporations. Mr. Ricketts also advocated the amendment.

He argued at some length, and w'th much force, that tiie amendment could not be considered unreasonable; that it would accomplish all that the company desired, and at the same t'me prevent the destruction of Poit Deposit. Mr. Frazier olso stated that such was the character cf the navigation of the Susquehanna, that the bridge must necessarily very seriously injure it. He had sufficient practical knowledge to know this fact. He knew what extraordinary influences were brought to bear upon the members of the Legislature.

He had foueht this battle in former years. He had been offered 10,000 for his influence, but he scorned to accept it. These railroad men had offered a premium to foreign travellers to go beyond Baltimore. Citizens of this State paid $6 to go to New York; Southern men paid but $2 50, with a through ticket. There would lie a delay of only 15 minutes by going above Port Deposit, and men had offered to construct the road arouu 1 Port Deposit at the same expense that it could be done at Havre de Grace.

The construction of the bridge would also aff ord inert ased facilities to the slave population to escape into Pennsylvania. The trade of Port Deposit was valuable beyond computation, and it was unjust to destroy the property of any portion of our citizens without proper compensation. Mr. Brouwater also urged the passage of the amendments. He referred to testimony of scientific men to prove that navigation even by steam would be very unsafe.

Mr. Brodwater spoke at length upon the subject, and with much ability. The amendment was rejected ayes 23; nays 28. Mr Frazier ottered an amendment requiring the bridge to be built 95 feet above water rejected. ayes 20, nays 37.

Mr. Stephenson ottered an amendment requiring the bridge to be built at or above Havre de Grace. Adopted. Notice was given of a number of amendments to be off ered in proper order. The House adjourned.
