I concede fully win. the signers of this petition, that the best ot all freedom ishe freedom of conscience, and that tuere is no tyranny so revolting as that which tyrannizes over Lil II. 1 i I i riot Bitaufe We have a right to be heard iasucli an appeal as I ILi for we nave ineu iuc zicn. experiment no longer, for it. has become experienceof the en tn separation of Church and fc'a'e and have shown that unrestricted freedom of worship is not only best for the political intercuts ot a country, but best for the true interests of region itself Unfortunately the errois of dark a-es have not yet wholly iclded to the progress oftiuth, and in many counuics the civil authority impiouslv unuertaivcs to rxciuae Ky iu.m ic liaun but its own, and non-conformity is not all want of conformity to the will of God, but theof-feace of preferring the divine will to that ol the ruler Human presumption has never gons farther than iu the erection of a standard of faith with which all must or be sui ject to The penalties of the sovernmeat here, and to the excommunications bt the Church hereafter.

And nothing better Illustrates the slaw progress of truth in those couniries, where it has many rnd prejudices to encounter, than the fact that even ir Encl-)Ed, with all her leal claims to ireedom and intelligence, a to this day cannot occupy a seat in Pailisment without taking an oath which he arjuies his own laith and the religion of his forefathers. But we have aright to expect from the country of all friendly nations, that Ataercan citizens be permitted to enjoy liberty of worship wherever mcygo. Tneie is not the slightes reasonable objection to such a demand. It ought nof, indeed, to be necessary, for this unworthy syste ni of intolerance has n.it the Wst foundation in reasrn or reliirion.

Ic is a mere relic of barbarism, converting "the religioa cf the gospel i ito an engtr.e of S'ate, and sstrut.ng human fallibility for those persoaal convictions of religious belief which everyone should exercise himself, and for the exercise of which every one is responsible. Ia a hat manner it may be proper for one government to present this grave question to other governments, I do not undertake at present to say. I shall move its reference to the committee on foreign lelaiios. feeling satisfied thatthey will give it their earnest attention, and. in the hope That they will mae a report which wi'U beauthor-itative, as the expression of our views, and stiil more thse of our constituents, in any comaaur i cations the Executive may open with foreign powers.

Certainly there can be no objection to firm and friendly representations, and I cannot doubt that these declarations of the wishes of the American people will have weight everywhere, and I am satisfied they will ere long produce a salutary effect in some countries, and eventually in sll. This is a kind of interposition which well befits this republic, and as day by dny we hnl ourselves engaged in far different questions, we have cause to feel gratified that the opportunity is olterd of aiding in a work which commends itself to our consideration by the highest motives that can influence humsn action And I am free to confess sir, that for myself I rejoice at the occasion thus given to us, while pleading for the full toleration of rel.gion, to bear our testimony to its priceless value. Independent of its connexion with the human destiny hereafter, I believe the fall of Republican governments is iadissolubly bound np with the fate of the Christian religion, and that a people who reject its holy faith will find themselves the slaves of their own evil passions, and of arbitrary power. And I am free to acknowledge that I do not see altogether without anxiety some of the signs which are shadowed forth around us. A weak and sub'imatic imagination with some, and irreeulated passions with others, are produc-.

in2j founders and followers of strange doctrines, w'nose tendencies it is easier to perceive than it is to account for their origin acd rroeress. Eut they will find their career and their remedy not in legislative, but in a sound religious opinion, whether they inculcate an appeal to God by means of stocks and itonfs, and tappings, the latest nd the most ridiculous experiment upon human credulity, or whether they s.ck to pervert the scriptures to the purposes of their own libidinous passions, by destroying that safeguard of religion and social order, the institution of marriage, and by leading lives of unrestricted intercourse, their making prosel tes to a miserable imposture, unworthy ot our nature, by fie temptations of unbridled lust. This same trial was maiie in Germany some three centuries ago, in a uiod of strange abominations, and failed. And i' fail here. Where tht word of God is free to no such vile doctrine can permanently establish itsfdf.

Mr. Hal said that he considered this proposition, which he highly approved, as one to carry into foreign nations a higher law than the supreme of those nations. The memorial was referred. Mr. Mason said that those Senators who desired to speak on the resolution calling for information relative to Cuba had consented to postpone the debate till the resolution should be adopted.

That of the Military Academy wss then taken up.

Mr. Veaable, of North Carolina, after alluding to the prevailing public opinion with refeience to the acquisition ot territory, said he was strictly conservative, as were those whom he represented, and was opposed to extenuation. He expressed his approbation of the course pursued by th-Government relative to the Cuban invasion, however much he might deplore the fate of those who sacrificed their lives by the measure. He would stand up, he aid, for the Monroe doctrine, but condemned any unwarrantable interference with the rights of other nations. He went at much length into the inexpediency of acquiring Cuba, and the consequences whicli such acquisition would produce.

He contended that those who can take care of their liberties already have it. and that the common law is the foundation of human freedom. He did not approve much of the course cf the adminis'-tion, hut approved of the position which tne President had assumed with reference to the increase of the tertitory of a friendly power, and expressed a conviction that the incoming administration would pursue the same course. After some further remarks, relative to the etiects of attacks upon Cuba, and Use inducements they might have to urge the government of Spain to emancipate the slaves, Mr. Stephens, of said he would not anticipate the future; expressed himself in favor of the acquisition of Cuba, and app'ehended no danerer from such an acquisition, which he considered would be prevented by the compromise measure, which permitted newly acquired Slates tu choose such institutions as they pleased.

Mr. Baily, of said he had ascertained that a resolution had passed the Senate calling to. information as to the state of our relations with Spain, ana he hoped all discussion would be postponed till information had been received upon the subject. Mr. Brown, of was in favor of the acquisition of Cuba, lor the purpose of extending the area of slavery, and did not anticipate the emancipation of slaves in that Island as consequent upon attempts to invade it, nor did he consider thuse who would assist its people in procuring their freedom as buccaneers." He was in favor ol maintaining the honor of the American flag, and diiapprovc of the course pursued by the Government in relation to the Crescent City sttair, which he trusted would occupy the attention of the next administration.

He said he would adduce no arguments against the acauisition of Cuba, but would rather prepare the public mind for. that, event; the speech of the gentleman from North Carolina he thought would have a contrary effect.
