Bonior said authority for delivering the "humanitarian" aid would be in the hands of the Pentagon until the Contras and the Sandinistas are able to agree on a cease fire. Delivery would be monitored by the congressional intelligence committees and by the General Accounting Office, Congress' investigative arm, to ensure that no weapons are delivered, he said.

After fighting stops, delivery responsibility would shift to "non-political" private voluntary organizations or to an international relief agency such as the Red Cross. The package also would provide for an expedited procedure for a vote on new military aid for the rebels a high priority for the Reagan administration if a cease-fire should fall apart and the Sandinistas should break faith on their promises of democratization. The House and Senate intelligence committees would decide whether the expedited vote should be held, said Rep. Stephen Solarz, one of about 35 House members attending an afternoon closed-door briefing on the plan. The package also would establish a $14 million program to help care for children on both sides of the conflict who have been injured in the seven-year civil war, and a $1.4 million program of aid for the Miskito Indians, who oppose the Sandinista regime but have remained separate from the Contras.
