Nor did he change this view, or profess to change it, so far as the world knew, until the Conservative Convention met, withdrew its ticket, and adjourned. Then he came out against the very clauses in the constitution which he had upon his solemn responsibility as a witness before an important committee of Congress declared it would not be safe to take out of the constitution. Why was this announcement, involving a gross inconsistency, made just at the time it was? Did the action of the Conservative Convention, as it left but one candidate opposed to Governor Wells in the field, render it necessary that he should play for a jmrtof the white vote by declaring in favor of striking out the sections which he had so recently represented as indispensable to the safety of loyalists? Was it under the then changed state of the game, with the view of saving he announced his readiness to strike out those clauses, the striking out of which, in the same testimony above referred to, he solemnly asserted would be absolutely fatal" to Virginia loyalists? It ho spoke truly in this testimony he has been, guilty of base treachery to those loyalists" whom he styles white men of the State of Virginia, distinguished for their character and experience." But inconsistency and treachery arc alike easy to a man who makes his own personal ambition and greed the guide of his conduct irrespective of truth and honor. Echo is not often a prevaricator but there may be a more just explanation yet if anybody can oiler it we would be glad if he would at the same time tell how was it that Governor Wells was for many months in this city employed to defend every case of infraction ol" the internal revenue laws, and that all those he so dofended escaped convict ion in some way or other? First, wjiy could no other lawyer get one of those cases Secondly, why were none of QoVcmor Wells's clients convicted? Satisfactory solutions of these things would very much help Governor Wells. Friends of consolidation were induced to solicit Governor Wells's appointment to the otliee he holds, aud he for a long time continued the friend of consolidation in entire harmony with the advocates of that system of railroad management. This remark is suggested by the precautions taken at a secret meeting of the Wells Lt.de Central Committee held a day or two ago? the curtained windows, the locked the posted sentinels, anil the vows of secrecy made by even- spite of which a full and reliable account ol their transactions is this morning in print for the edification of the voters of Virginia. Now, this Stale Central Committee was some ago remodelled, and the members loudly imagined that they had gotten rid of all the so-called respect ability that had embarrassed them in the past, ltut not so. They came together on Ihc 18th, and there, in their old places, were Chandler, Jenkins, Hond, Dudley, and Haskell, fast friends of WelD, supporting his Shad well letter, and, with proxies in their hands, claiming the right to talk and vote as members. were ready to light the outspoken prescript ioni-ts from policy if nut from i principle. The meeting was called to order by Colcetor Burgess, who is the chairman of the ommittee, but before commencing work ic had si word to say. It was known to nost of those present'that he had been inlicted by the. grand jury of the United dates court for perjury in taking the ironlad. Under these circumstances he would ike to know whether there was any objeeion to his occupying the chair. A dead silence.

After sonic routine business, Mr. Ilumihrevs took the tloor, and read an address vhicli he had prepared, and proposed that he committee publish it to the world. These sentiments were evidently endorsed iy a majority of the committee, and it corned about to be adopted without delate, when BOND OBJECTED.

Judge Bond was unfcignedlv surprised hat the utterance of such an address should ic seriously considered by the committee, would lie death and destruction Wells, and death and destruction to he Republican party. It would never, tcvcr, do to come out openly in favor of' est-oaths and disfranchisements in the face if the feeling at the North, in the face of' he recent utterances of the party press in Virginia, and, worse than either, in the iiee of the emphatic letters of Governor! iVells and Judge Underwood. Those let-, ers had not been written without due eouideration, and the committee would act mwisely to adopt this impolitic address. 31r. Humphreys insisted that Wells had lot spoken the sentiment ot the people, ami lad no right to go back on bis friends as he tad.

Several colored members spoke to the same effect, and it was evident that the adIress would be carried through in spite of he policy view; but at this juncture there ippcared another figure oil the seene. Let all things be done leccntly and in order. Don't censure Governor 'Wells without giving him a chance say a word. Let him be sent for, and let lim speak.

The colored vote was pretty cure; at least, there would lie but fewd'esc tions, and a bait must now be thrown for the whites. From all parts of the Sta he received information that many Conse vativos would not vote at all. while othe preferred the l'ctershurg to the liiehmoi nominee. The number of the latter cou lie greatly increased if it was that tiic Republican party was opposed disfranchisement. But, after all.

why show this little difference interrupt the harmoi of the party? There was an easy eompr misc. THROW DUST IN TIIKIR EVES. the Shadwell letter as the sentiments of the nominee, hut let it he generally understood in party confidence that every vole for the constitution without modification. would he easier than to instructions to this elfeet by means of the League" and the other existing political agencies, well known to every member of the committee. The result would he a large accession to the white vote for Wells, a solid black vote for the proposed constitution, and the complete triumph of the Republican party.

TUE COMI'KOMISK EFFECTED. These remarks, of which wc have only given the substance, had a visible effect uimii the and the address was laid upon the table with the understanding referred to by the Governor. It is due to Mr. Humphreys, however, to say that he was consistent to the end, and would not agree to this disposal of the address. COLLECTING FUNDS.

This matter settled, committees were appointed to procure oil to promote the smooth working of the party machinery. Dr. Sliarpe was requested to hand 'round the in Washington, and Colonel Parker to make collections on his travels in Virginia. Mr. A.

T. Maupin, the decapitated postmaster of Staunton, was also authorized to collect money from zealous Republicans at the North. THE NEGRO IN THE JURY-BOX. Mr. Burgess now called the attention of the committee to the fact that the Petersburg Convention had passed a resolutiou requesting the State Central Committee to wait on General Canby, upon his arrival in Virginia, to urge upon him the propriety of issuing an order requiring all juries to be composed of an equal number of blacks and whites.

It was high time, said Burgess, that this thing should he attended to. A colored member agreed wth Mr. Buress. Another same thing. gess.
