The President determined, about four weeks ngo, to send a gentleman 01 sense and discretion to bos Domingo and Ssmarts, with Instructions to make a careful examination, and report fully on facts of public Interest to this country, bd that Congress might, ca calling for It. put In possession of reliable and Impartial information. A resident of Pennsylvania was selected, verbally Instructed, and would hare gone out this month, but that he was taken seriously 111 two days forothe vessel soiled on which he hod secured a passage.

Tbe mission was thereupon given up, And nothing been done toward Its renewal. This the only step tbe government has taken with reference to San Domingo, or the Bay of Jamaica, btnee the adjournment of Congress, The Secretary of the Treasury begins the new fiscal year with the clerical force of his department redneed to aboct the number allowed by law. A few removals are yet to be made la two or three of the bureaus; bet me general business Of als and appointments Is concluded, and finch clerks as are correct In hablta and faithful In business may now consider themselves settled. It cannot yet be told how many changes have been made, but Is safe to cay that the expenses of the department for the coming year will be nearly or quite one million dollars less than heretofore, and there Is no reason for supposing but that all work will be done juet as well and as promptly ever. The three million bonds to be purchased by the Treasury to-morrow' do not at present go into the Unking fund, and will probably remain subject to the action of Congress. This purchase is outside of the policy of buying bonds and selling gold on alternate weeks, and le made because he has had more currency on baud than he wlnbcs to carry, and well enough understands tl-at it is oteded by the country.

The Commlhtioner of Internal Revenue has a of three to inquire whether the whiskey stamps now In use are sufficient lor all purposes contemplated In the revenue law, and whether any of the new devices urged upon hie notice will be more effectual In preventing fraud. Among tho arrivals here to-day are Senator Hendricks, Governor Fairchild of Wisconsin; Representatives Baldwin, Michigan; and McCarty, New York; and Ex-Senator carllle. Commissioner Delano left fur Ohio, to be gone ten days. Colonel Fisher, of tbej Patent Bureau, puts to-morrow for or five days. Attorney General Hoar Is expected bark Monday or Tuesday.

the St. Louis A Keokuk Packet Compuny, which has appeared in the newspapers before, came up for trial in the Circuit Court of Adams County esterday, and, at the conclusion xif the evidence this morning, the attorneys for the Plaintiff dismissed the suit. After he bad taken his sunner in the pantry, plaintiff returned and asked the why he had pushed him so roughlr; whereupon the clerk seized him and violently thrust nna down the stairway, stating; ha: he must go off the boat. FEARFUL DISASTER. Eeported Loss of the Powell Exploring Expedition Con. finned. Twenty-one Men Engulfed in a Moment, Arrival of the Only Survivor at Springfield. His Statement of tbe Manner of tbe Accident Special Despatch to The Chicago Tribune.

The fate of the Powell expedition caused a feeling cf Uitetpe anxiety among his friends and tbe public generally, and la now determined by the as brought by the only survivor of the 111-fated party, ana I scud you the story as to me to-day by him, which settles the fate of Major Powell and party: The survivor's name is John A. Risdon, and was a member of tbe Powell expedition. Joined Major Powell's party on the loth day of July, ul La bollc. Ilia duties were to assist as chain man, and whatever he could do to be made useful.

He haa liecn with ibe party every day since Ii left Illinois, and, of course, is well acquainted with all who composed It. On the 7th or olh day of May the party reached the Colorado lUvcr.Jat point called Williamsburg, a small Indian settlement, At that time tbo party consisted of Major Powell, William C. Darter, Charles Durley, Andrew Knoion, T. VT. smith, William H.

Dolton, Charles Sherman, Wm, bcott. Perry Duncan, John Jones, Frederick Buckingham, David Sellers, Edward Spencer, We. Murray, Isaac Thomas, Thomas Hetighs, a half-breed named Cmei-a-tra-iwr, the guide, and two men who lived at Falrbury, Ilk; who acted as runners, and whose names he could not remember. There were also two named Fred. Mycra and Thomas WaJch.

The party remained at Williamsburg seven or eight ears, the Major Bending ont ecoutlng and of observation during the time. On the IClh or 15th of May the camp was broken up, and the whole party moved down the river for the purpose of exploring two tributaries of the Colorado named Big Black and the Deleban. At a point UO yards atove Big Black the party embarked on board of a large bvik canoe, called a yawl by the Indians (the boats the Major had having been left behind), with the exception of Mr. Itisdon, who was directed by Major Powell to go below the Colorado which had a fall of about ICO feet between the month of the Big Black and Deleban, a (Usance of a mile and a quarter, and to see If the party could go up the Delclan, and then to return and await the return of the party from its exploration of the mouth of Big Black. Mr.

Illation and four or five others of the party tried to persuade the Mator from crossing at that point, os they considered by observations made a day or two before that the attempt would very dangerous. But Major Powell said laughingly In reply, have crossed worse rapids than these, boys. Ton must be getting cowardly. If seven or eight men cannot paddle os across there, we win hare to go When they left the shore, there were twenty-five men in thelwat, with surveying instruments, and all of tho note-books, etc. They pushed out into the river with three hearty cheers, uilng paddles, the Major standing in the stem steering.

Hindoo stood on the shore waving his hat, and said: must be back in lime for dinner, for 1 will have a good lunch for you when you They cried back In reply: Jack; you will never see A moment afterwards, Hlfdon saw the boat commence whining around, and like a bring thing dive down into the depths of the river with its living freight, Major Powell standing hla post, and waa the lost man Risdon saw of this noble and ill-fated expedition, and Bisdon was left alone, the only survivor of the party. HU feelings can be better imagined than described. In his own language, two hours 1 lay on the bank of the nver crying like a He then went up and dowu the river for half a mile or more to see If he coaid find any remains of the party, but could not do so. He then went down the nver for about three or four miles, and. while sluing on the river bank resting himself, he saw a carpet-bag Hunting down the stream, about four rods from him.

lie had no other way to reach It but to swim, which he did, and brought It to the shore. It proved to be Major and contained memorandum and sketch books. Itlsdon continued four days searching for the remains of the lost party without finding anything but the carpet-bag, and, then gathering up all the effects of the party left behind, and tak- Ing the two teams ana wagons, started for the of civilization, and after eight days of travel he reached Lc Hoy, a small military pod aud settlement on Red River, about the Ist of June. In reaching this place Bidden was obliged to ford different riven and streams twenty times, and several times came near losing one of the teams. At Lc P.oy lusdon reported to Colonel Smith, commanding the post, and turned over to him all the property be had brought through.

Colonel Smith received him kindly, and did all in his power to make Mm comfortable after his long, lonesome tnp, and at the cud Of three days, gave transportation to St. Louis, where he arrived about three ilajs ago, and Is now In this city on bis way to his home. All of Major bagpage, together with the carpet-bag found by rudon, were sent to Mrs. Powell by express, yesterday, from St, Louis. I have written this sketch nastily, as 11 fell from the Ups of Mr.

Risdon, who bas the appearance of an honest, reliable man, and well lasted In the doings of the expedition; and by his words, and by the tangible proofs he brings with him, the fate ct Major Powells expedition is left without a doubt, and another name la added to the long roll of martyrs to science.
