The entire plant of the Evening Post has been purchased for the new General Electric Railway Measure Out of the Way for the Present, The Council Committee on Streets and Alleys South yesterday placed on file the proposed ordinance of the General Electric Railway company.

This disposes of that measure, at least for the present. The ordinance was presented by Aid. Chadwick of the Thirty-fourth Ward some months ago, and haa met with sharp resistance at tha bands of the South Side residents. Among some of the streets asked for are Wabash avenue, Lang-ley avenue, Ellis avenue, Madison avenue, and Forty-fifth street, all of which are residence thoroughfares. The ordinance was fought by Aid.

James R. Mann of the Thirty-second Ward, in whose district the proposed line largely runs. The ordinance also allowed tracks on some of tho down-town streets, the more prominent of which were Monroe, Market, Jackson, La Salle, and Sherman streets. Custom House and Plymouth places, and along Dearborn street as far south as Twenty-third street. Objections in these localities were raised by businessmen who insisted such lines would obstruct traffic.

Garbage Contractors Are Hustling. The endeavors of Supt Rhode of the Street and Alley Cleaning Bureau to force the garbage contractors to a proper fulfillment of the terms of their contracts is apparently meeting with success. Sunday saw thirty extra teams at work in the Thirty-second Ward, eighteen in the Fifth Ward, and ton extra teams in the Twelfth Ward. Some of the contractors, however, are lagging behind. The Lincoln Park Commissioners took another step forward yesterday in the matter of acquiring a permanent yacht harbor for the park. At yesterday's session of the board a committee of four members of the Lincoln Park Yacht club visited the Commissioners in tne interests of the proposed haven. Before they left the matter had been referred by the board to President Crawford with power to act.

The committee representing the yacht club consisted of Messrs. E. C. Berri-man, E. P.

Warner, C.O.Andrews, and J. McConnell. It is estimated the construction of a sukable pier, which it is proposed to extend eastward from the present north and south breakwater at Fullerton avenue to a distance of 200 feet, will cost $12 per foot. A petition signed by 200 iovers and owners of valuable horse flesh, asking for the completion of the present speeding track running along the lake shore north from Fullerton avenue to Diversey boulevard, was considered by the board. As a result the Superintendent was instructed to draw plans for the drive, proceed with the filling of that part of it which was ready for the acceptance of the filling, and advertise for bids for about a quarter of a mile of retaining wall for the rest of the road.

The latter, it is estimated, will cost $875. A communication embodying a proposition from the deaf and dumb people of the State to erect in Lincoln Park a duplicate of the Thomas H. Gallaudet statue, which now occupies a pedestal on the grounds of the National College for the Deaf at Washington, was referred to the Committtee on Horticulture. This statue was exhibited at the World's Fair and represents Gallaudet iu the act of instructing a deaf girl. The sculptor was Daniel French.

This year the amount is reduced to less than one-fourth of what it was last year with a hopeful prospect that it will bo wiped out altogether next year. It will be seen from the Secretary's report that the total expense for the year for maintaining the park amounted to $185,672.

Permanent improvements, principal of bonds paid, interest paid on bonded indebtedness, Newberry judgment. interest paid on the same, $3,00. It is the opinion of many of the property-owners and leading citizens of both North Chicago and Lake View that the time has come when the riparian rights of the owners of the shore lands from the north line of the park to the north line of Lake View should be acquired for the purpose of providing for the enlargement of the park, and of so much importance has it become that it was referred to in a recent message of the Governor of the State. There can be no question but that a time will como, if not already at hand, when Lincoln Park should be enlarged, and that along the lake front seems to be the most inviting and most economical way of doing so. Some prompt and eutliciont provision will have to be made to meet the expenses of maintaining the boulevards.

If this is not done the revenues of the park will be insufficient, after paying the necessary expenses of the park, to properly maintain the boulevards. The most that can be done with the limited resources at command is to do that which is absolutely necessary until adequate provision is made therefor. On the other hand the eilverites say this is not an honest report of the situation. The Central committee's returns, as printed in the newspapers Saturday morning, footed up something like 4,000 votes. They were brought in by the committeemen, of course, but no one questioned their authenticity. The league reports aleo show that in several of the wards no election was held and that the delegates were selected by the Central committeemen. The organization admits tho failure to hold election in some wards where interest in behalf of cheap money runs at a low ebb, but eays that in every such instance the ward club instead of the committeemen appointed delegates.
