Trihvne't in London Bends the following full text of Prince GortachakotTd circular to Baron Brnunow, communicated to Granville by Brnnnow on 9Ui of November: Pataca or Tzareoe, Sclo, Oct 44 Baron: The successive alterations which the coaeioered to be the foundation of the equilibrium of Europe have undergone, have obliged the Imperial Cabinet to examine the infioeoce upon the political position of Russlathere- rewriting. Among these compromises, that which interests ns most directly Is the treaty of the ISth and SOth of March, 1864. The special convention between tbe two powers bordering on Urn Black Sea, annexed to this treaty contains an engagememon the part of Russia to limit her naval force to inconsiderable dimensions. In return, this treaty offered her the principle of the neotrallaatlon of that sea.

In view or the signatory powers, this principle was to remove all possibility of a conflict, whether between the powers bordering on the Black Sea, or between them and the maritime powers. It was to Increase the number of territories called by the onanimons agreement of Europe to enjoy Xho benefits of neutrality, and so protect Russia herself from nil danger of aggression. The experience of fifteen yean has proved that this principle, upon which depends the security of the extent of the frontiers of the Russian Empire in this direction, rows only on a theory; In lact, while Russia disarmed tn the Black Sea, and, even by a declaration recorded tn the protocols of tbe conferences, loyally denied to herself the possibility of faking efficient measures for maritime defence In the adjacent seas and ports, Turkey preserved the right to keep np unlimited Derai rces In the Archlpellgo and Straits, France nnd England preserved the power of concentrating tneir in the Medltemnhan. Moreover, by the terms of the treaty the entrance into the Black Sea is formally and forever prohibited to the flag of war, whether of the riparian powers or any other power, but by virtue of the convention tbe passage through these straits is dosed to flags of war only in time of peace. It results from this contradiction that tbe coasts of the Empire remain exposed to all aggressions, even on the pan of less powerful States, as soon as they possess naval forces to which Russia would be able to oppose only a few vessels of small dlmenriomi.

The treaty of the ISth andsoth of March. 1836, moreover, has not escaped the infractions to which most of the European compromises have been subject, and In the presence of which It would be difficult to affirm that a written law founded upon respect lor treaties, as of public law and rule for tbe relations between Elates, has preserved tbe same moral sanction which it may have had in other times. We have seen tbe principalities of Moldavia and Wallachla, the status of which had Been fixed by the treaty of peace, and by the subeeqnent protocols under the guaranty of the great powers, effect a scries of revolutions as contrary to the spirit as to the letter of these compromises, and which led them first to onion and then to the soverelgbty of a foreign prince. These events occurred with the consent of tbe Porte and the acquiescence of thefereat powers, or at Least without these, the latter having thought It accessary to make their decrees respected. Tbe representative of Roads was the only one to raise his voice to point ont to toe Cabinets that, by this aolpraaon, they would pat themselves In contradiction with the explicit stlpnlatlons of the treaty.

Bejoad doubt, these concessions granted to one of the Christian nationalltes of the East had resulted from a general understanding between the Cabinet and tbe Porte. By virtue or a principle applicable to tbe whole of the Christian populations of Turkey, the Imperial Cabinet would have had nothing to do bat applaud; bat they were exclusive. The Imperial Cabinet then could not bnt be struck with the fact that It had been pos- sible to infringe, with Impunity, the treaty of ISM, but a few yeara after its conclusion of itsesential causa, tntho face of the-great powers assembled In conference at Farit, and representing as a whole the blgh collective authority upon which rested the peace of the Rauf. This infraction was not the only one. At several Intervals and under various pretext, the entrance to the straits has been opened to foreign Ships of war, and that of the Black Sea to sever- At squadrons, the presence of which was a of the character of absolute neutrality ascribed to these waters.

Sm: Baron Brtntaw made to me yesterday a communication respecting the convention between the Emperor of Rnssla and tbe Saltan, limiting their naval force in the Black Sea, signed at Pans on the 30th of March, ISM, to which you abode in your telegram of yesterday afternoon.

In my despatch of yesterday 1 gave you an account of what passed between ns. and 1 now propose to observe upon Prince Got tsebakotrs despatches of tho loth and arth alt, communicated to me by the Russian Ambassador, on that occasion Prince Gortscbakolf declared, on the psrt ol His Imperial Majesty, that the treaty of ISM had been Infringed, in various respects, to the prejudice of Ros- 81a, and more especially in tbe case of the principalities against the explicit protest oi Ills representative; and that, in conscqnence ol these Infractions, Rossis ts entitled to renounce those stipulations of the treaty which directly touch her interests. It then announced that she will no longer be bound by the treaties which restrict her tight of sovereignty in the Black Sea. We have here an allegation that certain facts have occurred which, in the Judgment of Buscla. are at variance with certain stipulations of the treaty, and the assumption Is made that Russia, upon the strength of her Judgment as the character of these facts, Is entitled to release herself from certain other stipulations of that instrument.

This assumption is limited In Its practical application to some of the provisions of the treaty, bat the ascumption cf a right to renounce any one ol its terms involves the assumption of a right to renounce the whole. This statement Is wholly independent of reasonableness or unreasonableness, on Its own merits, of the desire of Kussls to be released from the observance of theaupolations ol the treaty of 183 respecting the Black Sea, for the question is, In whose hsnds lies the powerof releasing one or more of the parties from all or any of these stipulations It I has always been held that the right belongs to I the governments only who have been parties to the original instrument. The despatches of Prince Gortschakofl appear to assume that any of the powers who have signet the engagement may allege that occurrences have place which, in its opinion, are at variance with the provisions of tho treaty; and although this view Is not shared nor admitted by the cosignatoary powers, we may find upon that allegation, not a request to these governments for a consideration of the case, but an announcement to them that it has emancipated itself, or holds Itself emancipated from any stipulations of the treaty which It thinks fit to disapprove: ytt ltli quite evident that the effect of such doctrine and of any proceeding, which, with or without the avowal, la founded upon It, is to bneg the entire authority cacy of treaties under the discretionary control of each one of the powers who may have signed ahem, the result of which wonld be the entire destruction of treaties in their essence, whereas their whole object is to bind powers to one another, and for this purpose each of tho powers Surrenders a ponton or its free agency. The government here seems to give no attention to the incident. WAR rREPARATIONS IN RUSSIA. New Tore, Nov. MISCELLANEOUS. Tours, Nov. from Orleans state that among the prisoners captured in the battle on the 9th, were the nephew of the Prussian commander General of the Prussians who was Governor of Orleans daring their late occupation of the city. The carriage and horses of Van Der Tana nlmself were also captured. The city of Chartres is again occupied by the French.

A new loan is contemplated by the government at Toms. GERMANY. London, Nov. Berlin correspondent intimates that peace is impossible until France learns that the government of national defence means National disorder. The Prussians are sanding more artillery to Paris.

North German Parliament will meet at Berlin on tbe 24ib. London, Nuv. A New York Herald correspondent writing from Welhelmshope 14th says: Pleirc left to-dsy on a mission which Is known to nobody. The Emperor has addressed a letter to King William thanking him for having stationed his Marshals so conveniently near him, and for having, according to his wish, quartered part of Che Imperial guard lu the vicinity of the castle. London, Nov. powers have congratulated Pilnce Henry, of Orange, on bis reception in Luxembourg. New Tore, Nov. London correspondent of the World telegraphs as follows; correspondent to-day had a conversation with a member of the government cenceratag the intentions of the administration in regard to the demand of Russia in the matter of the Paris treaty. The gentleman said: point of fact Roasts, tabs nothing unreasonable, notblrg we should be unwilling to concede it la useless to fight against destiny.

Rossis is certain, nltlmately, to accomplish all ner designs. Why should we be endeavoring to thwart her and involve ourselves in a disastrous conflict However, notwithstanding Russia evidently counts on the peculiar situation of Europe at this time as Securing her A single-handed fight with Turkey, It is by no means certain that such a conflict would result in a Russian triumph. Turkey is not weak. Her railways have been constructed with a view to defence, and they add greatly to her strategic advantages. Her army Is capable of extraordinary valor and endurance, ber fleet, although not bo numerous, is more powcrfnl than Russia's.

The army of Rnssla today numbers men on paper. They are poorly aimed and imperfectly equipped. Russia is not ready for war, nor will ahe be for two SPAIN. London, Nov. special correspondent at Madrid, in a despatch dated to-day, 10:40 a.

states that immense excitement prevails in that dty on the throne question. If two hundred aad twelve Deputies vote for a monarch, a Carilst rise is certain, and armed Republicans are expected to oppose the election. Edicts have been iasned against public meetings, and a strong military force la under arms. A determined plot has been discovered against the life of Prim. Five conspirators have been seized, and large supplies of revolvers, grenades and polgnards, letters and telegrams have also been found upon persons arrested with others well known to the government.
