The carrying of an excursion train load of westera merchants across the country and their free entertainment for a month or less by the proprietors of an establishment desirous of increasing its business is something unprecedented in commercial history.

By a majority of Chicago merchants the movement is regarded as the last flutter before succumbing to the patent fact that Chicago as a commercial center has supplanted both New York and Philadelphia. The leading wholesale merchants of the city, while condemning to come up for discussion in the internation meeting of the national agitation committee of the World's Fair association, held in the Adams Express building yesterday, he put into words the sentiment of the entire population of Chicago. It is the general opinion that if the world's fair is to be held in the west Chicago is the nlarn. The manner in which the shippers have evaded the law is by shipping cattle from some locality not in the scheduled district under waybills to Chicago, talcing them by way of Kansas City, where they are unloaded at the yards for feed and rest. In the meantime they are sold for a fair figure, while cattle from the scheduled district are purchased at a low price, put into tne cars under the same bills, and sent on to Chicago, where the shippers realize a good advance. Commissioner McChesney and Secretary Johnson have just returned from a visit to the Kansas City stockyards, where they investigated the manner of handling and yarding cattle shipped to the yards from the district quarantined by the Governor in his proclamation June 8 last because of splenic or Texas fever.

Their arguments had the desired effect and the officers of tne company agreed to give the required notice of a desire to reduce the rates and have it acted upon by the meeting of the association next Tuesday together with the Milwaukee St. Paul's notice, and if rejected then to allow the matter to be arbitrated by Chairman Walker of the Interstate Commerce railway association. In view of these complications it is doubtful whether the Santa Fe will put in effect its proposed exclusive freight tariff.
