I THE RACK PROBLEM. A BLACK BELT EDITOR STRIKES FROM TUB BHOULoEK AND GIVES BOTH RACES bOME HARP BODY BLOWS, It seems that we have enough in the way of rapes, lynchings and mulatto children to convince anyone at ill inclined to deeencv and morality that the blacks and whites cannot always lire together in this couiilr) without a In our judgment Ihe half-white m-groes on our streets mid the mulatto children in the back-yard of so many homes constitute thu key to the situation. i'herc are a lot of low-down white men who persist iu mixing the race and destroying the color line who are largely responsible for much of our trouble Avilli the negro. The better class of ncsfrbes, as a rule, respect the hite man and those white families who respect themselves especially the white people ho stay iu theirown ulaceand make the negro slay iu his. However, there is a certain class of worthless, transient, vagabutidish negroes Who respect nobody.

Thevare but little belter than brutes, and it is from this class most-of our trouble comes They are the cause of friction between the races. It is generally the strange negro passing through the community that docs the most pilfering and commits the dastardly crime for which negroes arc almost invariably lynched. The better class of negroes who desire to live in peace among their white friends should see to it that the loafing negro does not hang around their premises, and when any of that gang commit anv offence against deeencv calculated to stir up strife between the whites and blacks, the better class of negroes should he anxious to bring the offender to justice, and if he de-servos death, help to break his neck. There is one thing the negro is proud of. and that is his color.

He is black and he wants all his "chillt-us and kinuery" to be black and to stay black. There ought to be some way to force every negro woman who gives lurlh toa mulatto child to' tell the name of its father, and that father, if a white man, should be forced to cross over the color line or embark for Africa, where he belongs. It cannot be denied that many of the gross insults given by blacks to white people, and most of the hite people killed bv negroes(whicn nearly alwavs results in the lvnching of the fluence of liquet! -WHOLESALE Nil yjipini in From Our Regular Correspondent. Washington, June 18, 1900. Mr." McKiuley must have doubts of the ability of Hanwa to carry out the progsam in Philadelphia, which he has O. K'd. That is the only explanation of the very bid taste he hat -liown in wilding two iiicmucra ot Ihe Secrctarv Root and Postmaster General Smith to Philadelphia to help Itauita liiauipuittl) tho Republican Convention.

Sunilli allied the platform, wliirlilie wrou under order from Mr. MeKinley and llanna, that will adopted by the convention, and succial business is to see that Bos Piatt docsu'i set in his tliiealetied mtiiikev business with the rice-presidential portion of the Haiuia-McKinley program. If we haven't a siittkienl tiumbei of in the Philippines to keep ihe Filipinos in subject ion. how are we going to" be able to send a lot of Iii-iii to China to help the Europeans whip the Chinese into subjection? That is the problem which now confronts Mr. MeKinley and hi Cabinet And after this government helps the European government knock out the boxers and set up a new Chinese government, what will conic next? That is the problem which may, In the very near future confront the American people.

Are we readv to assume any new responsibilities for the government of moro Asiatics? Have we not already more of that sort of thing than is desirable? -He is a very gullible chap indeed, who will be convinced by the number of national banks organized under the single gold standard law, enacted by the Republican Congress, that the new law is a good thing. But that seems to be tho republican idea. Periodically since the law weut into eliect, Comptroller Dawes has given ihe press a statement showing the number of banks, etc. The last says that 362 applications have been made and 159 authorized to with a total capital of and that ihe increase in national bank note circulation has been $51,997,910. A careful and correct statement of the condition of these new banks a year or two from now will be much more important than the figures now jjiven out.

The administration was greatly chagrined by the indifference of the people of Washington tow ards Gen. E. S. Otis, and took special pains to add attractions to tiie reception given htm by the people of Rochester, Jf. his home city.

Secretary Lonir sent the full Marine Band, at public expanse, ami Secretary Rout virtually nle red Gen. Joe Wheeler, now an tiuassigned Brigadier General in ihe regular army, to go to Rochester to help add enthusiasm to the occasion. Mr. MeKinley has been made to real- toward Gen. Otis, how unpopular his Philippine policy is with the people, and with the realization has cume alarm.

He knows that the people know that the responsibility for put-ling Otis in command in tbe Philippines, and keeping him in command after his unfitness for the position had been shown up, belongs to Wm. MeKinley, and he fears ihailTio people will be as indill'erewt'towards him on election day ss'They have shown themselves to be towards Otis now. The spectre of doubt has become Mr. McKiulcy's constant companion. Senor Nicholas Rivcro, editor ol one of the leading Havana papers, who has been in Washington a few days, thinks there has been wrongdoing in other branches of the Cuban government as well as in thu post-office branch.

He gave tbe Senate Committee a pointer that should not be overlooked, when he said "I wish we could have a thorough investigation of the expenditures of money on sanitary and engineering works. Such an investigation might reveal some interesting facts. The reports of fraud in connection with these works are very persistent in Havana, and investigation might show mat a great deal of Cuban money has been improperly expended." Admiral Dewey has found out that he was never in the running as a candidate for President, and has scratched bis name off tho entries to the race. Io replv to a direct question as to whether ho would accept ue nomination for vice-president on the Bryan ticket, the Admiral said "I have never contemplated being a candidate for vice-president. I am not a candidate for nomination to that office and would not accept the nomination were it offered to me.

That is plain English." The Democratic Congressional Cvmpaigu Committee is sending out a list of trust-controlled goods which have been, as a result, raised in price also a table showing thai the farmers of the country are paying one-third more for everything tney consume than they were paying whcti the re-publican" administration assumed power, while they have lost since 4, 1897, by the decline of prices in farm products, the enormous sum of Ronptnr If Jones, chairman of Ihe Democratic National Commit tee, is now visiting his daughter at Hope, and will remain there Hi niorilnirof the Democratic Statu Convention meets at Little Rock, June 20. Otis is back and asserts that the l'hillipiue war is over, and that there are only predatory bauds of guerrillas left He adds, incident ally, that souii! 65.000 men will be necessary for several years to iolice the island. The Democrats gained ground in Oregon, but uot enough to justify the hope of winning any western state that went for MeKinley in 18D6. But if the party will move delicately in regard to silver it can win tho big states in the east. Unless the American Admiral JveiupQ is heard from speedily a naval vessel will be ordered to proceed from Manila to Taku for news.

Secretaries Hay and Root are now in conference with the President regarding the sending of troops to China. The eleventh hour repentance of the Republicans on the trust question is very touching. But what have they been doing for the past thice years while the trusts were multiplying so fast An official statement shows that there are now over five hundred of these, and that their combined capital is some $6,000,000,000. We have received from R. G.

llobbs, manager of the Christian Herald India Fund, an appeal, which will be found in another column. We know that our people are generously incliued and will open their heart and purse in emergencies of this kind. India, poor India, is famine-stricken and plague-stricken. Her people are dying by the hundreds for want of food and medicines. We appeal to our citizens and to our many reader to come forward and give as they feel able to this fund.

The Newt will receive and forward all contributions, and at the same time acknowledge the same through its columns. Xws II AO DryGoods, Hf "duuTo, iiji'IOESrNCTIGNG John W. Gordt General La nil' -Agent. MOBILE. ALA.

If this he true, and the white people are therefore responsible, it is logically certain that to a great ex-text the white people of the country have the solution of the race problem in their hands without any change iu the organic law. In short, white people can and do control elections in this country, then let the white people be hite people, and as such, close up these abominable saloons and dispensaries which furnish the stnll that stirs up the carnal pasaions and had blood in both races run liquor out of the country and make the color line more distinct.

This is belter than running the negro out of Ihe couulry or keeping tho line constantly covered with blood. Fort Deposit Vindicator. The following resolutions were adopted by the Slate Democratic Executive Committee at its meeting held in Birmingham on the 8th inst "Whereas issues which have heretofore divided the Democratic party in Alabama have been settled, and whereas, the Democratic voters are now united on all the principles and policies of the party, and none but disoi-ganizers and can now refuse to support the principles and candidates of the party, and wheicas, this committee has mauy times extended an invitation to all white voters who believe in the piiuciples and will support the nominees of the Democratic party to participate our primaries, and whereas, this invitation has been many times abused bv persons who have participated in our pritnariei and afterwards voted against and opposed the nominees, therefore be it Resolved, That no person who fails to suport each and all nominees of the Democratic party, both Slate and county, in the coming August election, shall be allowed to vote or participate in the nomination of congressman in any district iu tbe Slate, and "Resolved second, That only those white voters who upiort all and each of the nominee having an op-)ft unity to do so for I It 3 State, County and Federal offices shall bo allowed to participate in the primaries and convention to lie hereafter held by tho Democratic party." rroivriar HAVE -A-3SJ- TO BUSI1TESS1 PROFESSIONAL CARDS NATHAN B.
