But Simpson said he wouldn't rule out a clash with the president if he felt a weapons system was detrimental to the state. Sullivan said although he is concerned about nuclear proliferation he is not ready to say he would reject all defense systems for Wyoming. "Again, I'm not willing to say we'll accept anything that's offered," Sullivan added. "I think we have to look at it on a project-specific situation and make our determinations at that time on the overall effect." Sullivan also said he believes Wyoming's governor can "and should" play a strong role in the decisions to accept or reject defense systems in the stale. Simpson, meanwhile, noted the economic benefits from the MX missile deployment around WAI are not as great as anticipated.

"When it comes to Midgctman, we know little or nothing about that deployment and what it would mean," Simpson said. "The governor ought to be able to monitor and make sure the federal government comes and tells us what is involved so that we have a good way to make the decisions that are necessary for us." But their reasoning was different. Democrat Mike Sullivan said peace should precede local economic interesis, while Republican Pete Simpson said the president should get his way on defense issues. "I don't think economic development and the prospects of world peace should occupy the same podium," Sullivan said.

"If we can secure world peace, we can't bi concerned about what effect it mav have on our short-term economic development prospects." Wyoming's and Cheyenne's economic considerations, he added, cannot stand in the way ol what the president or anyone else views as an advance toward world peace. Simpson said national defense and "the president's prerogative to negotiate come first." "It's in line with what I say about the duties of defense here in the state of Wyoming," Simpson said. CASPER MILLS The town of Mills' 17 employees will be forced to take a cut in pay starting next pay period due to tax-revenue shortfalls, Mayor Alan Sword said Friday. The Town Council decided at a special meeting Oct. 10 to cut all employees' work weeks by four hours, or eight hours per pay period, which equates with a 10 percent pay cut, Sword said. "We had to cut because. having a little cash flow problem right now," Sword said.

"We cut everybody four hours a week. If you work 40 hours a week and you get cut four hours, that's approximately 10 percent. "We just cut the hours because if things pick up a little bit, we can give them (back) the hours faster" than going though the proceedings necessary to cut and raise wages, the mayor said. He blamed declining tax revenue for the "cash flow problem."
