FAY WASHINGTON (AP) — A few Army helicopters have swirled up a dusty argument over doctrine as well as around rules in the Louisiana war games. Ithas Taken a high level meeting and agreement between Secretary of the Army Wilber Blacker andSecTetaryof the Air Force Donald Quarles to end the bickering between generals in blue and generals in brown Quarles said Tuesday that he had ordered Qen. O. P. Weyland, director of the joint Army-Air Force Exercise Sagebrush, to "rescind" a ruling to which the Army objected, urgently. So now the Army will be permitted to use its experimental Sky- cav reconnaissance patrol into aggressor territory. The Skycav outfit is composed of a total of 29 helicopters and light liaison-type planes, equipped with television, long-range cameras and other gear to give commanders an on-the-spot view of enemy territory. In Exer- cise Sagebrugh, more than 1.200 aircraft of the Air Force and Army are involved. Contrary Rules The issue raised by the Army's plan to test Skycav _was carried to Weyland a few days before the battle phase of Sagebrush started. He held that this would be contrary to ground rules. Those rules, said the Air Force, were agreed upon by the Army and Air Force and included the provision that any "assault" mission would be conducted by Air Force aircraft. Later they went to McCall's home and drank a pint of moonshine whisky. Then the trio went to Bowerman's rural home so Bowerman could feed his livestock. While there, Bowerman showed the men his fishing equipment, rifles, a shotgun and a 32-caliber foreign-make pistol. A. discussion arose as to whether Bowerman shot a hole in it. Baker placed a potato on his head, but Bowerman refused to shoot it because it was "too flat." Baker then picked up a black pepper box, set it on his head and told Bowerman: "Be srue and don't miss that pepper box." Bowerman backed off about 10 feet took aim and fired. Baker slumped Into a chair with a bullet wound in the head. Coroner Carl Hickman said the two men were the best of friends. What's in a Nome? To Test Unit The decision did not ban any of the approximately 400 Army aircraft from engaging in flights over aggressor territory for artillery fire spotting, evacuation of simulated wounded and other missions, Air Force spokesmen said. The Army said It wanted to carry out R test of its SXycav unit— and appealed the case to the Pentagon. Quarles ordered Weyland to permit the Army to proceed with the test but said he felt Weyland's decision "was in accord with the rules of the game laid down in advance for thr maneuver director." He said, without elaboration, that there was a "doctrinal question" .nvolved. That sounded like he was talking about the old question of where when and how Army aviation should be used in actual battle. Doctors Refuse Calls to Homes In Indonesia JAKARTA, Indonesia (IP)— Indonesia's overworked doctors are refusing to make calls fit private homes, and the Provisional Parliament's Health Committee wants the government to punish them. They are only 1.500 physicians in all the 3,000 islands of this republic with a population of 82 million. Doctors offices are hopelessly jammed from dawn until midnight. Physicians say they couldn't get out to a home needing medical assistance if they wanted to. So those who are 111 must be transported t\> the crowded offices and wait for hours before they can be examined and get treatment. Scores of doctors even refuse to answer urgent telephone calls.
