Moderate Trading On Market NEW YORK (AP) The stock market flirted with a new 1989 low in moderate trading late this afternoon. But after dipping below the closing low in early afternoon, it mounted a comeback in late trading. At 2 p.m. the Dow Jones average of 30 industrials was off 2.71 at 803.52 after having been down 5.48 at 1 p.m. The average reached its low of the year at 801.96 on July 29.

Even so, prices were down on a broad front, with declines of individual issues outnumbering advances by a margin of more than 2 to 1 on the New York Stock Exchange. Analysts said investors were sitting on the edge of their seats in anxiety over whether the Dow industrials would drop through the psychologically potent 800-level. Only three of the Big Board's 20 most-active issues were able to post gains. Brokers said the Dow industrials' precarious position and persisting uncertainty over economic and political problems were combining to keep investors away from the trading arena. While the trading pace was subdued, a considerable number of big blocks changed hands, in- eluding 179,000 shares of Gillette, 98,400 shares of Texaco, 50,700 shares of City Investing preferred and 60,000 shares of American Telephone.

CHICAGO (AP) The government reported that its previous cotton production estimate was higher than conditions now appear and this had bullish effect on commodity futures on the Chicago Board of Trade today. The U.S. Department of Agriculture lower estimate could mean less cottonseed oil to compete in the market places of the world with soybean oil and corn oil. Thus the prices of soybean futures, soybean oil and corn advanced on this exchange after a rather weak opening. Later in the session, there was some profit taking in the three pits, but at the close prices again edged to around highs for the session.

At the close, wheat prices were mixed, December 1.35%; corn was mostly higher, December 1.17%; oats were fractionally lower, December cents; rye also was a small fraction lower, December 1.13%, and soybeans were up to higher, November 2.39%. Associate Circuit Judge L. Melvin Gundry reserved judgment for 30 days on a third youth, a 10-year-old, who was released to the custody of his parents. Jerry W. Coggins, 26, his wife Sharon, 27, Don D.

Davis, 40, and Mary Ann Pacek, 27, were all charged with theft. The Coggins and Mrs, Pacek live in Rockford. Davis is from Limestone, Tenn. Coggins allegedly took two dresses from the Sears store here after using dodge of trying to "return" the dresses for money, police said. The store manager took down license number of the Coggins car and notified police.

The car was stopped on South Street. Police found new articles of women's, men's, and children's clothing in the car, plus film, cigarettes, drapes and a purse. The four declined to give any information on the merchandise, according to Police Chief Richard Cowan. Various Freeport stores were notified and at least one identified two dresses as stolen items. Davis and Mrs.
