It may seem hardly decorous for a Baltimore journal to talk about lawlessness in general, In view of the fact that we have had experience of the mewt terrible character at home. Nevertheless we cannot be unobservant of the truth that lawlessness, pretty nearly all over the Union, is fearfully upon the increase, and is threatening the foundations of society, and seriously impairing the moral conservatism of the law. There have been some serious mistakes rtirde in our criminal jurisprudence.

As the type cf numerous cases less conspicuous, we may refer to the killing of Butler, the schoolmaster, in Louisville, by young Ward, and his acquittal. Almost every city and town has Its local precedent of this character, if not so flagrant and still of the same type. And the evil conse-. iMiin. flHnr frnm verv case of the kind are lnrric of the case of TOun Ward Is, that if a rich man's son may murder a'poor schoolmaster for whipping a pupil, I Jiavea right to murder, too, and so avenge my greater wrong.

The logic Is good, too, especially In a land of equality. Juries are pliant in the rv cases where the sacred security of social or- lariat requires them to be firm. And out of the Innumerable evasions of law achieved by adioit attorneys and pliant jurors we have the sp: end and growth of a lawless spirit, with the tancticn of judicial connivance for its encouragement. One of the most apparent consequences of this inefficiency and uncertainty of law Is the tendency, tvtrywkere increasing, to nsnrp the power an-office of the constituted authorities, and to admin, later judgment and execution by the summary nrocess of the mob. An occasional occurrence of tt.

ort would alarm every good citizen. But the thing is now so common that we read scarcely without emotion, on the arrest of a criminal, that "the populace was greatly excited, and it was feared would take the law into their own hand, fcui better counsels prevailed A very ay or two lomethlDg like this passes under our eyes, vhlle with growing frequency we meet with the actual interference of -Lynch law." If it is a necessary thing for public safety, it only prows that the au- tt-orities are corrupt, or that the ponce or judicial system which prevails in the particular cornmusL ty I inadequate to.lts protection from the profligate end vicious.

As we Increase La population and progress with the realization of the great and liberal principles cf our national character, the security of public order and the of society will require the strenuous and impartial administration of police and judicial authority. Protection of person and property, the moral and commercial standing of a citv. the Interests and welfare of all classes of the people, are all intimately associated with and decendent upon the general and particular re- areet for tie maintenance of law. It mstters not in whom the power is vested It is the power it' self, emanating from the people, which we must respect and vindicate.

"We have to learn this les sen: teat our individual welfare is inseparably cons ected with our support of the law. And jus so soon as we begin to tamper with and connive at lawlessness of any sort, we begin to tamper and trifle with our best Interests, religious, moral, ccn-ciercisl, industrial, political and The Skat or Ma.
