ad the master the chair of violinist Durham native he inherited Gerald Bryant long time direc tor of instrumental music in States ville City Schools is retiring from the post effective this summer Approaching the compulsory re tirement age of 65 he plans to move with his wife to Tallahassee la possibly to continue his teach ing career there exit from Statesville will mark the loss of one of North best known musicians He has been here for the past 13 years directing the musical talents of thousands of school aged children while also appearing with leading symphonic groups He is a charter member of the Winston Salem Symphony with which he still plays and is former concert master of the North Caro lina Symphony wlvile that group was directed by Lamar Stringfield Bryant was a charter member of Hie Norlli Carolina Symphony which Stringfield oiganized Con West Construction Company yesterday submitted the low bid of $182400 for alterations and ad ditions to Broad Street Methodist Church The plans call for construction of a spacious children's education al building and a fellowship hall The base bids included air condi tioning for both buildings as well as alterations to the existing church Warwick chairman of the building committee has called a meeting of his group for 7:30 pm Sunday at the church At this time the building committee will review the bids In addition to Down In Iredell and elsewhere in pied mont North Carolina As things now stand every time our state government finds itself in financial trouble it rides to higher ground on the backs of the wage earners of the pied mont Thus when former Gov Luth er Hodges found his administra tion $30000000 in the red he solved the problem by instituting the withholding tax which took from the pay checks of the pied mont wage earners two taxes in one Now Gov Terry Sanford who wants to spend around $100000 000 more than the Advisory Bud get commission recommended has come up with a plan to fin ance it which like the withhold ing levy will rest primarily on the pay checks of the weekly wage earner The Governor has recommend ed that $83000000 of the addi tional funds needed be raised by removing most of the exemp tions in the 3 per cent sales tax At first glance that would ap pear to be a proposal which is fair and equitable but it is ac tually far from it Here again the man who works for a weekly wage and lives on what he makds will pick up the check 1 This is the way it will work out ood is the biggest item in the exemption list and it is true that everybody eats But everybody doesn't have to buy what he eats The farmer produces most of the food he consumes at home whereas the wage earner has to buy everything that goes on his table Now since farming is concen trated in the east and far west' and industry and commerce in the piedmont the result will be that the wage earners of the pied mont will again have to shoulder the burden of the taxes voted on them by the east and west And we graduate work at Belgian Con servatory of Music New York Before coming to Statesville he had taught at High Point College and was former director of music in High Point and Thomasville high schools "He's a wonderful musician and has meant a lot to our schools and to the Supt A Kornegay said Of the director Bryant will reach retirement age of North Carolina public schools on September 20 He is certified to teach in lorida He said his wife and he current ly own a home in lorida and a son Jerry Jr is practicing medi cine in Tallahassee Kornegay said school officials are studying several applications for Bryanl's pest but none has been decided upon yet Consolidation Is Discussed Two ranking officials of Iredell County Schools Wednesday night discussed the school consolidation question with the Union Grove Ruritan Club Chairman Murdock and Supt rank Austin gave a resu me of the facts and problems con cerning the consolidation of Iredell County schools actors relating to consolidation brought out by various surveys were discussed as well as hovy these factors were weighed and considered in the recom mendation on the consolidation plan Harper Vanlloy club president' introduced Murdock and Austin Rev Sidney Norton spoke on th home and emphasized the import ance of environment atmosphere and teachings of the home an necessary elements in making proper foundation for the Ameri can way of life He was introduced by Ralph Kur fees Dr James Robertson of Har mony was ir charge of this por tion of the program Plans were made to use the funds raised from the sale of cook books for a collegiate loan fund The lurni fund will be used to help student at Union Grove School The club will also sponsor a banquet for th Monogram Club of Union Grwt School at the hands of the Department Justice But there are other personal contrasts between the bed ridden war hero and the high flying con gressman Adam Clayton Powell was not old enough to serve his country during World War I but he was of a suitable age for World War IL The record however does not show that he gave up the lush leadership of the Abyssinian Bap tist church to don the uniform of a chaplain or the togs of a fighting man during that searing conflict On the contrary while Sgt York was traveling over the United States selling war bonds Rev Mr Powell was writing a book called "Is This a White Senate Delays On Kemp Bill RALEIGH (UPI) The Senate today postponed action on House reapportionment until next Thurs day Sen rank Banzet of Warren County asked for the postpone ment because he said 11 senators were absent today and he believ ed that all senators should be able to make known their views on the bill The reapportionment bill has been in the General Assembly hopper since eb 8 the opening day of the 1961 session It was introduced by Rep Ed Kemp of Guilford County and when it finally got to the floor of the House it passed without oppos ition Door Sessions WASHINGTON (UPI) Angry Republicans today blocked the start of the Senate anti trust sub hearings on price fix ing in the electrical industry Chairman Estes Kefauver Tenn retaliated by scheduling the session for tonight These developments climaxed a parliamentary row which forced cancelation of the morning ses sion of the subcommittee Sens Alexander Wiley Wis and Roman Hruska Neb sought to delay public hearings until Monday and because the Senate was in session forced ad journment of the morning meet DEATH Pope 51 of Taylorsville was pronounced dead on arri val at Davis Hospital yesterday afternoon after he was injured when the car shown above crashed into a pickup truck The accident occurred at 4:50 pm at the intersection of Wallace Springs Road and Old Mountain Road A warrant has been issued charging the fires in a coordinated campaign of sa botage against Premier idel Cas tro A $7 million fire apparently started by dropping phosphorus into the air conditioning system totally destroyed the El Encanto department store in Havana Cu largest At the same time flames raced through biggest department store La Comercial leaving it a charred shell Street crowds cheered as the flames brought down the walls of nationalized El Encanto a six story building filling three quart ers of a Havana block TWO TAX CASES Two recent items in the news although they did not occur on the same day should be read together for a more accurate picture of what is happening to our government The first item published last Tuesday told how the public had contributed a total of $27000 to pay off the income tax claim against a paralysis stricken World War I hero The other jfublishcd yesterday told how the government had finally decided it make a case against Rep Adam Clay ton Powell of New York who has been under income tax charg es since 1952 The two cases will bear further examination Sgt Alvin York of Pall Mall Tenn returned a hero from World War I and was awarded a Congressional Medal of Honor for his exploits His friends and neighbors in the east Tennessee hills presented him a 395 acre farm in appreciation of the servi ces he had rendered his country rom the end of World War I to World War II Sgt York led a quiet life on his Tennessee farm: but when the second global conflict flared' he again offered his services and helped to sell millions of dollars worth of war bonds inally his story was made into a movie and whether true or not the Internal Revenue Sen ice claimed he owed $172000 in income taxes from rights and royalties and pressed the claim despite the fact that the 73 year old hero was bed ridden and desti tute riends again came to York's rescue and raised $27000 which is now being offered the Internal Revenue Service in full settle ment of the claim in the hope that the man who twice went to his rescue can be saved from a grave Well so much for Sgt York Rep Powell was first charged with income tax irregularities some eight years ago: but the case ebbed and flowed with the political tides until 1958 when prosecution began under a three count indictment returned by a so called away grand which chose to shut its eyes to the political implications of the case Although some of Rep associates were convicted his first trial ended in a hung jury Now an out going Republican federal prosecutor has advised (hat "there is no realistic chance to successfully prosecute the re maining count" and the court has dismissed the remaining charge Maybe that is strictly according to Hoyle but a number of sus picions linger One Is that Rep Powell permitted a to "take the for him Another Is that had he not been a potent Negro politician he would have received much rougher treatment Budget igure By VO Million RALEIGH (UPI) Gov Terry Sanlord's quality education pro gram has survived its so the governor says But the main question is when the additional $70 million for the program will be raised The Joint Appropriations Com mittee voted Thursday to include the request in the pro posed $15 billion biennial budget The outcome of the vote which Sanford sponsored was not sur prising Most legislators agreed that education should be im proved However the vote had far reaching significance It was actually a mandate te the Joint inance Committee to get busy and find the money It put the Appropriations Commit tee on record as favoring quality education The precedent setting vote came about as a result of the governor's decision to prod the General Assembly on the educ tion question He had Rep John Umstead Jr of Orange County veteran legis lator who first came to the Gen eral Assembly in 1931 to intro duce the amendment in the Ap propriations Committee In effect Sanford grabbed th legislative reins in an attempt to speed up action on the education program his top priority proj ect "On behalf of the more than a million North "Carolina school children I thank the members of the he said upon hearing die outcome of the vote vote is clear assurance that members of the General As sembly mean to improve educa tion opportunities for our children and grandchildren It is doubtful he had anticipated as much opposition as develop ed although no legislator ha spoken syth voiced opposition because he did not consider the amending proposal budgetary pro Rep Clyde Harris of Rowan County questioned whether or not it would be possible to find the needed money Kerr charged that if the motion carried' the hands of the subcom mittee would be practically tied because the full Appropriations Committee had expressed hi views on the governor's educa? tion program He explained that the same strategy was tried two years ago on the floor of the House when a resolution was introduced di recting the Appropriations Com mittee to appropriate a certain amount for education Wiley Hruska Demand Closed Gagarin Given Hero's Ovation MOSCOW 7uPI) Millions of Russians welcomed Yuri Gagarin home from space today in a de lirious binge of joy Jammed so tightly into Red Square and along a 12 mile route from Vnukovo airport (hat it was impossible to estimate a count Muscovites thundered cheer after cheer for the 27 year old major who won the man in space race for the Soviet Union Premier Nikita Khrushchev so happy he wept and practically jumped up an down with excite ment gave the Red hero a huge bear hug greeting at the airport and kissed him on both cheeks Later at a rally in Red Square Khrushchev called Gagarin the Columbus of the first man to see our whole planet He proclaimed the spaci flight Gagarin made Wednesday as a victory for communism and said there would be more space trips by Russian men He said the United States still was ahead of the Soviet Union in the economic field but: "In the same way that we have advanced into space we shall also advance in the economic field and leave other states Gagarin stood beside Khru shchev atop the Lenin Stalin mausoleum his eyes cast down modestly He wore the uniform of a Russian air force officer With Manslaughter John Cephans Pope 51 of Tay lorsville was pronounced dead of head and chest injuries on ar rival at Davis Hospital yesterday after he was involved in an au tomobile smash up yesterday after noon It was the first traffic death in Iredell County during 1961 A warrant was being issued at noon today to charge Jonah James St Clair 24 of Taylors ville with manslaughter St Clair was driving a 1947 Plymouth in which Pope was riding Both men were thrown out of the car The car collided with a 1959 ord pickup truck being driven by Colen Paul Miller 27 route 1 Troutman Morrow 50 route 1 Troutman Morrow 50 route 1 Troutman was riding with Miller Neither was injured St Clair was hospitalized with cuts and bruises and for observa tion for possible additional injur ies State Trooper Cranford said the accident which happen ed at 4:50 pm occurred at the intersection of Wallace Springs and Old Mountain roads He said the truck was heading west on Old Mountain Road and the car south on Wallace Springs Road Witnesses said each vehicle was traveling at 50 miles per hour or more the trooper disclosed Cranford stated that both vehicl es overturned several times after the crash He added that the car traveled 93 feet and thfe pickup truck traveled 115 feet after impact Cranford said St Clair has mitted being the driver of car and failing to observe a stop sign Officials at Iredell County Sher Department disclosed this mor ning that Clyde Lawing route 1 Troutman had been with St Clair and the victim but had been thrown out of the car after an argument He was found about
