S. Attorney General in the incoming administration.

Shepherd declined to comment upon the purpose of his meeting with White. that Mr. Roncalio would be in a unique position to enjoy the support of our new President, and thus best serve Wyoming's interests as he has done for many years. "As those interests must be served, Mr. Roncalio would have my full personal support for appointment to the Senate seat." Shepherd issued his statement I UUi ILL) A I Z-9 I960 by HEX.

S. Senate was announced Saturday by James Shepherd of Casper, state chairman of the Citizens for Kennedy-Committee during the recent campaign. Although Shepherd said he did not propose to speak for the entire Kennedy organization in Wyoming, he declared that "personal experiences with the Kennedy family" lead him to believe that "Mr. Roncalio would be in a unique position to enjoy the support of our new President." Shepherd's entire statement is as follows: "With the tragic and untimely death of Senator-elect Keith Thomson, the Senate seat must be filled aV an early date so as to insure adequate representation for "Wyoming. This decision is Governor Hickey's and his alone.

Naturally it is not an easy one, as -he must choose the man who can best serve our interests. "There are numerous able and deserving Democrats who meet the necessary qualifications, but I believe there is an additional factor to be considered now. John F. Kennedy is our new President, and we will have a Kennedy administration for at least four years. "Wyoming has a qualified man who also enjoys the friendship and mutual respect of President-elect Kennedy, his family, advisors, and many members of the new Congress.

He is Teno Roncalio, whose relationship, personal and political, with the incoming administration goes back some years, and who led the pre-convention Wyoming 'support for Senator Kennedy. "Give-a-Christrnas" to By ROBERT BERRELLEZ HAVANA (AP) Prime Minister Fidel Castro Saturday denounced Catholic prelate, Manuel Cardinal Arteaga, as a "Judas" and plunged deeper into the Soviet economic orbit-In an angry 3V-hour speech, the bearded prime minister carried his bitter feud with the church to a new height by charging that the cardinal, 81, had tolerated thievery by ex-President Fulgencio Batista and given "the kiss of Judas to the bloody dictator." The Catholic Church has openly come out against Communist inroads into Cuba. But Castro did not mention in his speech at a labor rally the signing Friday of a $168-mUlion commercial agreement with the Soviet Union. Details of the pact were not made known. Officials in Havana hinted that the agreement is intended to help solve Cuba's sugar problem, critical now that U.

Bank officials said shareholders were paid in full. Two Canadian companies nationalized with 165 U.S.

companies last October were returned by the Castro government. Officials of Exquisite Form Brassiere Co. and Moore Business Forms said they had been informed they could resume administration of their businesses. This was interpreted as part of Cuba's determination to expand commercial relations with Canada and compensate for loss of U. S.

markets. Castro's mood has shown growing concern about the church opposition and growing economic difficulties facing the country. He hedged a bit after his attack upon Cardinal Arteaga, saying his revolution does not desire conflict with the Catholic Church. Cuba is predominantly Catholic. While charging the church has "increased counter revolutionary activities," Castro said his government is not against Catholics.

The prime minister did not refer to Cardinal Arteaga by name, but his meaning was unmistakable. He said Batista had stolen public funds and added: "The cardinal didn't care about these things. He was in the bloody, corrupt palace of the tyrant who had stolen 50, 60, 100 million pesos. "The cardinal didn't write pastorals then. He went there to give the kiss of Judas to the bloody dictator." The cardinal was not available for comment.

The Roman Catholic hierarchy has issued several pastoral letters recently attacking Communist influence in the Castro regime. Castro picked a labor rally as the forum for his attack and for what may be the opening of a government attempt to reorganize the judicial system. What to Give Him? on Classics Highway Users Conference Hits Tax Increases A call for no further increases in highway user ttxes, support for recodification and re-enactment of Wyoming Highway laws, and support for formalized Interstate Compacts for safety and uniform laws highlighted a seven point Wyoming Highway Users Conference program, Dr. H. E. Stuckenhoff, chairman, announced. Dr.

Stuckenhoff said that in calling for no increase in highway user taxes, direct or Indirect, the following statement appears in the WHUC program: "At a Wyoming Highway Users Conference meeting in Cheyenne on Oct. 22, highway department officials presented a financial picture of the state user income and expenditures with projections for the 1961-62 fiscal years. From this presentation and frOm further study of financial tables distributed to the users, it appears adequate monies can be projected from present income sources to continue -the highway program in Wyoming at or above the present level without seeking any increase in highway users taxes." The Highway Users Conference, Dr. Stuckenhoff said, has always supported uniform motor vehicle and safety laws. He said the group supported the Interstate Compact because they felt this would prove to be a "means of improving the safety of American highways throughout the state, rather than have federal controls." The WHUC leader said that a recently completed Automotive Safety Foundation report for the Highway Commission calls for recodification and re-enactment of Wyoming highway laws.

Dr. Stuckenhoff pointed out that the Commission has supported the idea of establishing a committee to study the proposals and the Wyoming Highway Users Conference felt this is a logical approach to the study recommendations. Ot'er points on the program according to Dr. Stuckenhoff, include annual reports from th Highway Department for the public, motor vehicle reciprocity and several suggestions on state-local relations and on the federal-state highway program. BRESCIA Italy (AP) The locomotive of an Italian luxury train slewed off its rails Saturday into the path of an oncoming express train. Passenger coaches were slammed helter-skelter and there were seven known dead and about 40 injured. Involved were the fast "Arlec-chino" train, which connects Venice and Milan, and the Trieste-Milan Rapido Express. Police said a broken wheel apparently caused the locomotive of the Arlecchino to hurtle off its track and onto the rails of the approaching Rapido. The Arlecchino was traveling at about 80 miles an hour and the Rapido at 55.

A section of the latter slid down a bridge into a river bed some distance from the other wreckage. The accident occurred at Ro-vato, near this north Italian city. Two of the dead were the locomotive crew of the Arlecchino. Many of the injured were Italian immigrant laborers from Switzerland, France and Germany returning home for the Christmas holidays. About 800 of them were aboard the Milan train, which was speeding toward Trieste.
