Mancias was later sentenced to six years and eight months in prison, after pleading guilty to possession of marijuana with intent to distribute.

In his latest appeal, Mancias argued that his sentence should be thrown out because he was sentenced as a career offender based on a prior felony conviction for escape. The 8th Circuit panel ruled that Mancias had no grounds for the request and upheld an earlier ruling by a district judge. In November 2003, the 8th Circuit denied Mancias' appeal of his conviction. Associated Press Former deputy pleads innocent DEVILS LAKE (AP) A former Ramsey County chief deputy has pleaded not guilty to a felony theft charge. Gerald Idland, 62, of Devils Lake, is accused of using a county credit card to charge more than $3,000 worth of gasoline for personal use.

He is charged with felony theft of property and faces up to five years in prison if convicted. His trial is set for Feb. 14. Idland retired from the Ramsey County Sheriff's Department in June 2001. Authorities allege that the thefts occurred from August 2002 through August of this year.

Burgum appointed to new position FARGO (AP) Doug Burgum has been named to the newly created post of Microsoft Business Solutions chairman. Jeff Raikes, president of the Microsoft Business Division, announced Burgum's new position Thursday from Microsoft's headquarters in Redmond, Wash. Burgum, based in Fargo, had been senior vice president of Microsoft Business Solutions since 2001, when Microsoft purchased Great Plains Software. Burgum had been president and CEO of Great Plains for 18 years, after he and a group of investors bought the software company in 1984. "I'm pleased to have this opportunity to be named to the new position," said Burgum, who will continue to be located in Fargo.

"It's not a farewell. I'm excited to have an opportunity to work on a fresh set of external market challenges." A search is under way for Burgum's replacement as senior vice president. Sugar plant still shut down DRAYTON (AP) The American Crystal Sugar Co. plant here remains shut down after problems with a water pipeline and the plant's boiler. The plant was shut down Sunday when ground shifting beneath a pump house on the Red River that supplies the plant with water broke a pipeline, said David Berg, vice president of operations for the Moorhead, company.

Temporary diesel pumps were brought in from Chicago and set up Thursday, but when officials started up operations, there were problems with the plant's boiler, Berg said. "The startup of the boiler can be delicate, and it didn't go right," he said. The problem will take several days to fix, Berg said. Employees were still working, doing other things such as maintenance around the plant. Officials hope to complete permanent repairs on the pump house and pipeline before winter fully sets in, Berg said.

He did not immediately have an estimate on how much the problems will cost the company. "We need to do a better job of securing our borders, and we need to do so on an urgent basis." Domenici and Dorgan's bill joins a slew of other proposals in Congress for how to deal with border protection and the up to 12 million illegal immigrants living in the United States. The Bush administration has urged Congress to act on a guest worker program and has proposed a plan that would allow undocumented workers to get three-year work visas.
