ALEXANDRIA. MONDAY EVENING, MAY 27. The announcement by the Radical Congres sional Committee, that more will be ot the Southern States, than the adoption the Reconstruction acts, before those State will be "reconstructed" by Congress, and tha "reliable majorities" are to te a4Cconditioi precedent," is not contradicted, dissented from or objected to, as far as we have seen, by an; of the Radical organs. The "ieliable" major ities, probably, are the "one thing needful." At all, or nearly all, of the councils, couven tions, associations, convocations and meeting of the organized religious societies, of the dill ereot denominations of christians, in tin Southern States, resolutions in fayor of aiding in the intellectual, moral, and christian educa tion of the colored people, have been adoptei with great unanimity. Every where a spirit muciuess towards the colored race has been ex hibited in every possible way.

The minority report favors the appointment of a joint committee to endeavor to secure a definite statement of doctrinal basis. It. also contains a provision allowing none but ordained ministers or elders to seats in any church court, and a distinct recognition of the obligations of every Presbytery to be satisfied as to the soundness of every minister it receives.

The New York Wcrldsays: Of the $27,000,000, or thereabouts, of postal currency, aloirt $1,500,000 is iu circulation in this city, and of this amount it is estimated that at least onethird is counterfeit. This counterfeit currency ciiculates as readily from haod to hand as the genuine paper, lor it is well moreover, according to the testimony of a notorious counterfeiter, the circulation is under the especial protection of the police, who are said to receive 10 per cent, of the entire issue. Since then other suits have been instituted for damages by different parties for like cause. Thirty-five thousand herring were taken at one haul from the locks ot the Chesapeake and Delaware canal, at Delaware City, on Monday lavt. It is estimated as many escaped on account of' the tide being very high. Some two thousand kegs of lager beer were seized by he internal revenue officers at, Brooklyn, New York, on Saturday the ground that the owners had violated the law by failing to cancel the stamps on the kegs. Mr. J. E. Hayes, proprietor of the Savannah Republican, who was fined and imprisoned for libel in March last, lias been released by pardon of Governor Jenkins. Mr.

Howard will act as chief marshal on the day ol the celebration. Wm. H. Schenig has been arrested and committed lor court to answer the charge of robbing his brother, Geo. R.

On Monday last during a storm, the telegraph office of the Richmond, Fredericksburg and Potomac Railroad Company at Aquia creek was struck by lighting. The telegraph wires were uielted and the bed of the operator set on fire, but, strange to say, he escaped unhurt, although sitting within a lew feet of the instrument, reading. As to citizenship and residence. No perr son is entitled to vote who shall not he resident in the State for one year previous to the day ol election.

It is not necessary that.this previous residence for a year should exist at the time the person applies for registration. A person in all other respects entitled to vote is entitled I to registration, although he has not, at thai. time, been a resident ol the State for a full year; lor we find in the supplemental act that the oath as to residence does not require the i applicant to swear that lie has then been a resident for a year, but only requires him to state the number of months ol his residence, conteuiplating a period les-- than, as well as a full term of twelve months. Therefore, as to such a person, so registered, if it happen at any election subsequently to ha held, that the time ol residence, counting from the day ol election, does not cover an entire year, he cannot vote at such election lor this supplemental act does not, as to residence, change the provisions ol the original act, as it is expressly provided by it, as to registration, that it shall include only those who are qualified to vote by the original act. To carry out the purposes of the law in this respect as to residence, the hoard of registration should note opposite the name of he person whose residence has not, extended to the lull i-xiei lime of his residence.

As to citizenship. The qualification slated in the original act is citizenship of the State hut by the first clause of the first section in the supplemental act, the registration is to he made of the male citizens of the United and as to the oath, the applicant is only required to swear that he is a citizen ol the State. I am of opinion that the phrase citizen of the Sltnfp ns liviArl in the oath, is intended In in elude only such persons us are citizeus of the United States and citizens of the State; and that an alien who has not been made a citizen of (he United States cannot safely take the oath. But, as the board of registration hive only authority to administer the prescribed oath, they cannot, require any further oath or proof as to citizenship, and if an alien, not made a citizen of the United State, takes this oath, he takes it at his peril, and is subject to prosecution for perjury. 2.

As to age. No one is entitled to registration who is not at least twenty one years of r.ge on the day that lie applies for registration. In this respect qualification as to age differs from the qualification as to residence, and the fact that majority must exist at (lie date of registration lias relation to the day of registration, and "not to the day of the subsequent election." One point is still, lefc unsettled-as to who are included in the phrase judicial and executive officers. But this is to be cleared up when the abstracts are prepared lor the several Stales, which will exhibit all these officers and the duties which appertain to them. The following is that part of llie opinion touching "disqualification," on account of having given "aid and comfort:" am of opinion that some direct overt acl, done with the intent to further the rebellion, is necessary to bring the party within the purview and meaning ol this law.

Merely disloyal sentiments or expressions are not sufficient. The person applying for registration is not rei quired to clear himself from the taint of disj loyalty. The meaning of Congress here bei comes yet more evident, when we look at the last clause of the prescribed oath. He is re quirea to swear that lie "will laithiuny support the constitution and obey tlie laws oi the Uniled States to the best of his ability, encouraging others so to do." This part of the oath is uct. exculpatory, but promraissory.

It looks lo the luture, and not to the past, and the purpose is here manifest, lo omit, as to the right to vote, the disqualification arising Irom past disloyalty, put in the test-oath, as disqualification i'rucu the right to exercise oflice. Mere acts oi common humanity and charity cannot be considered as involving the party in participation in the So, too, are forced contributions by the rebel authorities, or the compulsory payment of taxes in aid of the rebel But wherever an act is voluntarily in aid of the rebel cause, it would involve the person, and it must work disqualification under this law. Voluntary contributions in furtherance of the rebellion, or subscriptions to the rebel loans, and even organized contributions of food, clothing or necessary supplies, except of a strictly sanitary character, are to be classed with acts which VIRGINIA Al'VEliTI Mr. Stanberry, after a careful examination ol the acts of Congress, as well as all State laws iT bearing on the questions involved, arrives at the conclusion that there is no authority for any other oath to be taken by uny one, touching the qualifications of the applicant tor registration, than the oath prescribed by the supplementary "act of Congress of March last.
