NOMINATIONS. Continued In several of the Draft, of a Federal Constitution submitted to the Convention, those of Edmund Randolph of Virginia, Mr. Patterson of New-Jersey, and of the Committee Of Five (August 6, 17U7) it was provided rtt the President should be elected by the National Legislature, by ballot. This provision, however, after being fully discussed was uniformly rejected, and the very contrary the exclusion of the members of Congrt3 from all share in the choice, determined in the end. Mr.

Gerry of Massachusetts, opposed the intervention of the National Leg-isia- ture, oh the grounds that "there would be in it, a number of bad men of all descriptions, who would make a wrong appointment," and that besides, an executive thus appointed would have his partiality in favor cf those who appointed him." Mr. Martin of Maryland, in his Report to the Legislature of his State, relative to the proceedings of tlie Convention, Mentioning the proposition that Uie I'resident should be originally appointed by the National Legislature, says As it was reported by the committee of detail, the choice was to be made by bailor, in such manner that the States should have an equal voice in the appointment of this officer, as they of right ought to have; but those who wished as far as possible, to establish a A'atiunal instead of a Federal government, made repeated attempt to have the resident chosen by tilt people at large; on this the sense of the Convention; was taken, I think not less than three times FOH TIIK NA'llONAL GAZKT1E.
