The late mild weather has re-onened our com- munieatu with tho North and probably with the West. Tho North Itiver was clour of ice at Albany on Friday, and we learn that the canal boats were loading to proceed up tlu Canal. West of Utica, the C'unal was open, and 100 boats arrived at that place on Friday with produce, on the way to Albany. Jldv. from Carthagrna.

The Athenian, Cspt. Ship- man, at rew oik, leu li tiiagena on the 0th int. Advices from Hogota had beun received to about the 20th of October. According to these, the no- vcrninent, under tho aduiini.trution of Bolivar, was adopting measures for reducing the army, and the pay of its officers, and making 6tber arrangements to relieve ine count oi lis pecuniary dilliculties. It waa said indt an auuitional tax of S20UI) per an num bad been or was about to be imposed upon all foreign' merchants.

There had been no lale intelligence from the Pa cific the Chigres packet, which had been due some weeks, not having anive.d at Carlhairena. A Spanish ship of war had been cruiune on the coast for some time, and it was tepoiled, had boaid- eu an American nrig uouna to Umoa. It was said a Mexican agent was treatiiiff for the purchase of the two tine ColumbWn fiijites lying at iarinagena. a. FROM RIO DE JANEIRO.

We learn from Capt. Hassett, of the brig William Tell, which ar rived on Saturday from Rio de Janeiro, that the Emperor was collectim; alf Ins forces, and it was supposed they were destined for liio Grande. The country was in a most deplorable condition; no money in circulation, except paper, and that wag at a ii n. omit of 10 percent. Maiksts very dull and coliee very nin.

In addition to tho foresoinff verbal intelligence we have been permitted to peruse letters up to the fith of October, from which we learn, that the mer chants of Buenos Ayres had loaned tho government tnree millions oi dollars, and mat it was determined to prosecute the war against the Emperor with tne greatest vigor. The letters speak of the exfreme inertia of the Brazilian government, from the Kmperer down to tne lowest grade ol otneera. Among other lustan ees of the success of tiie Buenos Ayreans, it is men. tioned that a fleet of or 10 sail of merchantmen had sailed from Rio under convoy of some Brazilian men of war; when three days out, they fell in with two Buer.os Ayrean privateers, which captured the whole "jtoise" of the merchantmen, and the men of war returned to port to givo an account of their mia'sion We hive also received by this arrival a file of Rio Janeiro papers to the 6th of October inclusive We have given them an attentive examinati but do not find any tiling worthy of note. Tbe Congress was session, but their deliberations are altogether of a local character, and consequently uninteresting to the Araeiican reader.

The number of pupils present was one hun and two. They were all in a uniform dress which was selected by a committee chosen from among themselves. It was simply a white gown and a white apron with Grecian waist. Late iu the afternoon a demand sprung up, and some considerable business was tbe tesuli. Tbe cause of this sudden change in tba market was attributed to news from Paris, to the effect that Austria bad at length determined to units with the three Allied Powers in endeavouring to prevail upen tho Porto to yield to the terms of tba Creek Treaty; and as a preliminary meaiure-an armistice was veiy strongly recommended. It is failher re-poited that decidedly favourable intelligence had teen received from Constantinople. Great hopes were entertained that an immediate arrangement rt-ould take place. Emigration from the North of Ireland to Ameri ca has been going on for the last lifty years, to the extent of from 10,000 to 15,000 persons annually, anu to that tact alone maybe attributed murli ol the peace of the peasantry of the Noitherii Counties over other parts of Ireland. If we encourage the removal of 100,000 in three years, by means of public emigration, there is hardly a douM but that nearly an eejual number would voluntarily accom pany them, free ot any expense to ttio public, and we may lairly assume that in ten years 500,000 persons would be removed. London Courier. Count Capo dTstii.i, who is very soon to proceed to Gieece, to take on himself the oftice of Picsi- dcht of the Government of that country, has lately uad several conferences with members nt the Di ptomatic Corps, in consequence of dispatches he has received from St. Patersburgh.

It is to be hoped that the Powers j.hich have interfered in behalf of Greece will provide him with the means of arriving in that country with safety, and with suitable dignity. the villago or Munttchcmir, Switzerland, was almost destroyed by firo en tbe 21 of October. In less than half au hour, tn-enty-nino buildings were burned down; aud forty-two families, of one numbed and twenty six persons, were at once rfndeied houseless. Tbe harvest and several head of c.ittle destroyed Sumo further particulars arc given of the effects ol tlio inundation ot the country bor.fenag upon the Rhone and Ardeche. The whole plain of Biot- teau was inundated, and the inhabitants driven to the upper lofts of their houses.

In Dauphigny the waters have occasioned deplorable ravages. At Aviguon, the river covered tbe quays and streets to a great depth. The country house of a gentleman near that) town was overthrown, and another country house, containing eight persons, was crushed to pieces, but the people were saved. The town of lost seventeen houses, and that of Caderuuse more thsn thirty. The impetuousity cf the Ardeche was such, that its stream, as it were, cut that of tho Rhone, which it crossed, bore down the mound of the opposite bank, and.it a quarter of a league's distance dostroyed the causeway which joins the load of Lyons lo that of Langue- doc, by means of the bridge St, Esprit.

Prench Theatricals A man named Charles Meurice, Editor of the Courier des Theatres, has long laid all the actors under heavy contributions, to prevent him from ridiculing their persons and performances. Even Talma is said to have submitted, to pay this person for his silence. But M. Laurent, the Director of tho English Theatre, has latoly mado a stand against this extortion. Meurice insisted on 600 francs a month, if he was expected to countenance the Theatre.

Laurent met him in the saloon of the French Opera, and told him he considered him worse than any pick-pocket. On this, Meurice collared him, and Laurent knocked him down. Meurice went home and wrote three columns of abuse against the English Theatre and its Director, all of which was struck out by the Censor. ff'imilerful Family There are now living iu Hie town or Pcehte Scotland, a family consisting ot tne rather and mother with their twelve children seven boys and live girls, and every one of these twelve children were born deaf anil dumb and have so remained ever since. Our informant had one of Ihem serving as an apprentice to the weaving business, and barring the above defects, he was remarkably rlever and learnt his trade faster than any other appientice he ever htd.

On corning too, be was f. some time very faint, and afterwards delirious, fly b'cedmg, he, fortunately lor us, was obie to attend to duty in a few drtys. T'he affray was quite alarming, for it instantly oc-eu red to me, on going on deck, that it was the object of the crew, to get possession ofthe vessel, on account of the specie, for we had on board upwards of 1 25,000 dollars.

I still think it was tbe inten tion ol some of The sailors were at the time somewhat intoxicated, but finding they could not succeed in their object, six of them ran below, where they were immediitcly seemed, and kept for days, without bread or water, not hiving made concessions: two of them wera then brought on deck to in working the The remaining four were kept below during the remainder ofthe voyage, and have jurt been banded over to our consul wtio intends Beading thorn tack in irons tube tried."
