The legislature of Rhode Island has passed a bill calling a convention for the purpose of framing a constitution for that State. The convention to meet in Providence on the first Monday of September. Rhode Island, it will be recollected, is the only state in the Union without a written constitution of her own adoption. That State having hitherto contented herself in acting under a charter granted about one hnndred and seventy years ago by Charles the Second of England.

Op-Tuesday night last the rain fell in torrents, accom-pamed with incessant lightning, and the next morning the streams in the vicinity of this town, rose to an unprecedented height. The aqueduct, over Raccoon was swept away.

That upon the Granville Feeder was also destroyed. The corn fields, wheat-fields, and meadows, in the Licking valley, were all covered with water, and the fences carried off. The banks of the Canal are washed away in several places between this and Nashport. The navigation upon the Canal will be suspended for at least a month; in consequence of these accidents, several boats are now lying in the Canal, at this place. The public and private loss, in consequence of this flood is immense, We witnessed the destruction of the Raccoon Aqueduct; and a heart-sickening sight it was.

The large stone Pinal's which supported it fell like a rotten weed in autumn. Raccoon is ordinarily, a small stream; yet such was its rise, and force, on this occasion, as to destroy, entirely, a structure which was tlwught to be able to resist the greatest pressure. The rain which produced this extraordinary flood, was not more than of two hours duration. N.B.
