The biggest task is still getting Negroes registered, he said. Urge Federal Pollution Action MADISON, Wis. (LTD--The Wisconsin Great Lakes Commission Friday urged Gov.

Warren Knowles to accept strict federal enforcement in cleaning up the state's polluted waters. Knowles has balked at calling a conference under the federal Water Pollution Control Act on grounds it might delay Wisconsin's fight against pollution. Instead, the governor urged a meeting between Wisconsin, Minnesota and Michigan officials to clean up Lake Michigan and Lake Superior. Knowles said he would accept federal enforcement if the states failed to do the job. The Wisconsin Great Lakes Commission said many of the state's pollution problems could be solved with speedy action under the federal law.
