10 TAFT PUTS FILIPINO FREEDOM FAR AWAY One Generation, at Least, Before Islanders Will Be Fit for Com- plete Independence, Says Secretary, Reporting on Situation! PRESIDENT INDORSES' REPORT AND GLORIES IN U. S. RECORD Abolition of Tariff on Philippine Products Is Advocated Wants Government to Build $2,000,000 Hotel at Manila. D. C. Jan. Secretary Taft nas completed an extensive report of American stewardship In the Philippines, which will be sent to Congress tomorrow, with a short Introdiuctron by President RaJWvclt. The Secretary again urges free trade between the Philippines and the United The President warmly commends the summing up hy Secretary Taft.

saying: we had followed the advice of the misguided persons who wished us to turn the Islands loose and let them suffer whatever fate might befall them, they would have already passed through a' period of complete and bloody chaos; and would now undoubtedly be the possession of some other power, which there Is every reason to believe would not have done as we have done; that is, would not have striven to teach them how to govern themselves or to have developed them, as we have developed them, primarily in their own interests. Save only our attitude toward Cuba. I question, whether there is a brighter page in the annals of International dealing between the strong and the weak than the page which tells of our doings In th.e Philippines. It may even be longer, before this point Is reached; but It is most gratifying that such substantial progress toward this as a goal has already been accomplished. We desire that it be reached at as early a date as possible, for the sake of the and tor our own sake. But Improperly to endeavor to hurry the time will probably mean that the goal will not be attained at all." Secretary Taft's report records his observations on his recent visit to the islands to the extent of nearly eighty printed pages. Generally speaking, the Secretary is optimistic In a high degree in treating of this subject, even though he cannot fix a lime for declaring the Independence of the islands. In answer to the critics who have made "the most astounding and unfslr statements in respect, to the eost to the United States of the Philippines," he figures out a total annual expenditure of $5,000,000, and he vigorously denies the failure of the Philippine policy.

He says that great changes have occurred In the Islands. The people are now eager to have the American soldiers retained. There is a high standard of administration of justice. Nothing is more popular than the constabulary. There are no questions between the government and the Roman Catholic- churchy unless the Agllpyan, schism can be said to be involved.

Secretary Taft blames the Spanish conquerors of the Philippines for failure to teach the Islanders the importance of sanita tion and other health measures. He would lease the hotel to the highest bidder. As to the time when the United States will grant independence to the Filipinos and withdraw from the islands, the Secretary says: "Any attempt to fix the time in which complete sett-government may be conferred upon the Filipinos in their own Interest is, I think, most unwise. The key of the whole policy outlined by President McKlnley and adopted by Congress was that of the education of the masses of the people and leading them out of the dense Ignorance in which they are now, with a view to enabling them intelligently to exercise the force of public opinion without which a popular self-government Is impossible.

G. Cochran, the presiding Judge, probably will be continued Indefinitely tomorrow morning because of the continued Illness of Judge Cochran. In conversation with one of the lawyers in the case over the long distance telephone tonight. Judge Cochran declared emphatically: shall not be able to go on with the Snell case." Oa Vera-- of Xenren Brcakeews, Reports from the Judge's home, later were that Judge Cochran's condition Is much worse, and that he is on tHe verge of nervous breakdown. The lawyers representing Richard Snell, the contestant, held a conference at which the possibility of getting another Judge of this circuit to take up the hearing was discussed.

Special Dispatch to The Inter Ocean. NEW YORK, Jan. 26. The fourth week of the Thaw trial, which opens tomorrow, will, It Is believed, see the close of the case. The dispatch with which the present hearing has moved as compared to the trial ot a year ago, which stretched over a period of twelve weeks.

Is little short of remarkable. The defense has another day of evidence to offer, and the state should have Ha rebuttal evidence before the Jury by Thursday night. Myatery la Seeste of Hebattal. District Attorney Jerome has, assumed something ot an air of mystery as to the scope of the testimony he will offer In rebuttal of the showing of insanity made by the defense, but It is said he will make an effort to bring up In court some ot the secret records of the commission tn lunacy which Inquired Into Thaw's condition last March, and which pronounced him cspable of intelligently advising with his counsel. The records of the commission were sealed by order of Justice Fitzgerald, who appointed the board solely for the purpose of advising the court aa to Thaw's mental condition, and this fact may prove a stumbling block to the district attorney's plans.

A decline of $1 a ton was mad in cast iron pipe, while orders of 7,500 tons were booked, mostly of use tn the Northwest. In the pig Iron a better inquiry developed, with sales of about 20,000 tons. Furnace men have withdrawn their low price and are ask- Ing an advance oh a majority of their offers. Storm tossed steamships arriving in port today tell tales of shipwreck and possible heavy Joss of life. Fears that an unknown three masted schooner, with her crew, have been lost in the storm off the Delaware capes are expressed by officers of the steamship Manna Hata, which came Into, the harbor today from Baltimore. The schooner was seen struggling in the trough of the sea off the Delaware capes, and when the Manna which had been blown off Its course, neared the locality where the schooner was last sighted riding out the storm, many pieces of wreckage and quantities of railroad ties were seen in the water, Brlaa; kt p-nr recked Crew. The Italian sUamer San- Giovanni reached here today with Captain H. V.

Morse and the crew ot five of the oil barge'Matanzas, which, with two other barges, the Fall Biver and the Grafton, la tow of the tug Concord, from Philadelphia for Boston, broke adrift during the storm, and for hours was at the mercy of the waves, which wrenched off the rudder and opened ths '--J The Matanzas was filling rapidly when the Italian merchantman hove' in sight, and reached Captain Morse and bis crew. The barges Fall River and Grafton are still missing. The battered superstructures of trans-Atlantic liners, arriving today, were mute evidence of the at saults of th raging seas, while Incoming vessels in- the coastwise and lesser trades all report ince scant battles with waves that kept the decks in a -smother of spume and spindrift, snd knocked angrily at battened hatches.
