and fifteen votes east in the affirmative. Pennsylvania and tiie Constitution Our neighbor of the York Republican comes to the defence of the constitutional integrity of the Keystone State, against a remark from i the effect that if the free States had been faitnful to the provision of the constitution, with respect to runaway slaves, there would have been no necessity for the late reclamatory act. Now, we certainly entertain for our next-door neighbor a somewhat profound veneration. Pennsylvania, with its unparalleled CJuakerdelphia parallelograms; its fertile acres; its palatial barns; its sturdy yeomanry; its merry girls and its capital newspapers, amorjst which the York Republican ought to occupy an elevated niche from the time of our earliest appreciable Fourth of July down to the present era, has com- manded the full measure of our patriotic regard. We never look upon the i sober physiognomy and ro- tund proportions of her tutelary veteran, as lie is seen in the school books, ratifying that shrewd but honest bargain with the simple-minded Indians, but our reverence for Ins geuius kindles our respect for his descendants.

And we uti that while the spirit Penn presides over the destiniee of Pennsylvania, nothing in her career can possibly bo ti-rjng, which is susceptibie of proof ti.it right. Witn so much fcr the general, let us look moment at particulars. Our friend at York an act of the Pennsylvania Assembly, und-i' which provision is assumed to have been made the restoration of fugitive slaves. This act was passed in lSCO. and for a short time proved operative; but is was with provisions for the protection of fi'ce people of color, and to prevent kidnapping, which, under the growing abolition spirit of succeeding years, not only rendered the act nugatory, with respect to but exposed persons iii.

iies: of them to great annoyances and expense. If whs wi'h the utmost difficulty that fugitives were recovered for some time antecedent to oeizare of a runaway in York county by a Maryland agent. But were this not the case, the decision of the Sup.ef.e Court drel'rirg the restrictions of the Pennsylvania law with respect to the owner unconstitutional, left Pcnrsyi-vaaia in a position in which she was required to retrieve an error. Ati how did she do it i throwing the slave-holder back upon the an ili act 1793, and rs.ultiplyin-i by every means that the ingenuity the law. or the lawyer could suggest, and making the constitution, in this particular, a dead letter to the slave-owner.

The constitution, together with ihe act of 17! 3, "were sufficient for the South in their cutter and design; but. inoperative by re-eon antagonism of the free States. is clear that both the constitution uni the law were a mockery to the South. Oar argument is that, had the tree srares acted rewards the siarenolder, with respect to his fugitive slave, in conformity with the letter and the spirit the constitution, tnere would have been none of tht present excitement and disunion agitation at th South. It all originated in the collisions, personal and legal, that have taken place on this suLc; an.

these hive led to that bitterness of feeling at th. South with which every expression of the anti-slavery sentiment is contested. We did not. in our former article, allude any particularity to Pennsylvania, though the ae-cf 1:417, in which, she prrayeo he'-seif conflict with the Ciisai'utiou. htts ihf 'wn her open to reproof.

The conduct of one nr-r, a single incursion into her territory, had it leer: utterly indefeasible, is no excuse for a wuol State throwine itself into Icgisla'ive opposition to the constitutional rights of one-half t.ie Union. And there been a wonderful zeal of indignation to sueh a demonstration.
