Parents Can See Child's School File By The Associated Press A new federal law requires schools to allow parents to see their children's records and prevents sending the information to persons not named in the law. Jensen, assistant superintendent for instruction of the North Dakota Department of Public Instruction said Saturday. He said the law was a part of a bill for federal funding of educational programs, and schools and colleges may lose funding for failure to comply. "Specifically, the legislation states that parents have the right to inspect all files maintained on their children, including test data, teacher or counselor ratings, and reports concerning behavior patterns," Jensen said. "Schools must grant a parent's request for such review within 45 days of the request." He added parents may request a hearing to challenge the contents of the files and to insure the records are not inaccurate, misleading or otherwise inappropriate. "Parents should be aware that this new law does not provide a means for removing all data of a negative nature," he said.

"Rather the intent is to remove all data which is incorrect and misleading or which cannot be substantiated." DON'T FARGO (AP) North Dakota is heading for a recount in the U.S. Senate election and gradually the principal figures are taking their place for the historic encounter. Democrat William L.

Guy, the loser officially by only 177 votes, has chosed Fargo attorney P.W. Lanier to be his chief counsel. Lanier said the filling of the recount application will probably be Wednesday. The 10-day deadline set by state law is Friday. Incumbent Sen.

Milton R. Young, who is fighting to retain the position he has held for nearly 30 years, has picked Jamestown attorney Kenneth M. Moran to represent him. Both Lanier and Moran are lining up an array of advisers and assistants across the state who will help with the review of the 242,065 votes cast in the Nov. 5 general election in North Dakota.

They indicated the recount may not be a prolonged affair. "We hope and assume that the recount will be the end of it," Moran said. "And we're proceeding on that assumption." Lanier, himself a former Democratic opponent of Young, estimated the recounting of ballots would be accomplished within the 15 days permitted by law. "I doubt that it will be a prolonged affair," he said. "When you are counting only one election and dividing the work up among the six judicial districts, it will not take that much time.

I'm sure that the six presiding judges who will supervise the recount will assign work to all 19 district judges, probably having each judge take three counties or so." The state's 19 district judges were scheduled to meet at Bismarck Monday, and the group's president District Judge A.C. Baaken of Grand Forks said the judges probably would discuss the recount procedures. The Senate election results were in a state of flux from election eve until a full two weeks later when the state canvassing board officially declared Young the winner by a vote of 114,852 to 114,675. The 177-vote difference represents .07 of 1 per cent of the vote cast for the office. But the ballots that will get most of the scrutiny are those cast in polling places that used paper ballots instead of voting machines.

Ballots last in rural precincts represent about 65 per cent of the cast, and on these ballots Young leads Guy 76,870 to 73,472.
