By a wide margin Saturday, voters in Orangeburg County School District Three authorized trustees to increase property taxes and go ahead with renovations to three schools. The referendum passed in four precincts and failed in three, for a total districtwide vote margin of 975 in favor to 577 opposed, according to unofficial election-night totals.

"There was a 23 percent voter turnout, which is pretty good," said Earl Whalen, Orangeburg County director of registration and elections. Now trustees can proceed with issuance of $5.6 million in general obligation bonds to pay for the renovations at Vance-Providence Primary, Holly Hill Primary and Holly Hill Intermediate. Each school's physical plant will be improved, eliminating the need for portable classrooms. Plans for the multiple renovations include building new office complexes, new libraries for all but Vance-Providence and a new child care and kindergarten classrooms. All old classrooms will be refurbished and most will be carpeted.

Other renovations will include paving parking areas and bus loading zones, adding new heating and cooling systems, installing new classroom lighting and new public address systems and placing six computer outlets in each classroom. In addition, all classroom will have indoor entrances; some rooms will be designated specifically as special purpose rooms for art, music and guidance counseling; and two computer labs will be designated at each school. Approval of the referendum also will allow the consolidation of two schools and the realignment of grade levels. In the realignment, the current Intermediate School will become Holly Hill Primary and the facility at the current Holly Hill Primary School may be used for staff development or as the site of an alternative school. Additions at Vance-Providence Primary and Holly Hill Primary will allow the schools to serve students in kindergarten through fifth grade.

Currently, both schools house students from kindergarten through third grade.
