Mayor of Palm Springs Is Smash Video Star By ALINE MOSBY HOLLYWOOD boasts the world's only mayor who can claim today to be a smash success as a television comedian. The mayor is Charles Farrell, who reigns over Palm Springs, a swank watering place where neon signs hide the cactus. Movie fans remember him, too, as the handsome matinee idol of the 1930s and Janet Gaynor's co-star in "Seventh Heaven." Farrell has stayed far away from movies since 1936. But TV lured him out of retirement last June to play Gale Storm's father on an NBC television movie series, "My Little Margie."
