All Volcano slopes spruced up VANCOUVER, Wash volcano, residents of Kidd Valley have been traveline firm for 100 hours of flying time at $335 an hour to survey the seeding project and check on its effectiveness in the future. Brown iversity of Utah scientist said he is trying to figure out where dust and particles from various eruptions have ended up so he can forecast their potential effects on weather. Dr. S.K.

Kao, chairman of the university's meteorology department, said much of the dust was heavy enough that it fell to the ground. But he said minute particles are still lingering in various levels of the atmosphere. Sometimes, when sunlight hits such particles, it is deflected back into the atmosDhere. Lynn Brown, head of the agency's state office at Spokane, said Monday a $1.47 million contract has been awarded for the work, which will be done from helicopters on private, state and national forest land. The service also contracted with a helicopter uoJoui to and from their homes via a 35-mile detour. "The idea is to get the road open so the people of Kidd Valley can get their kids to school," said Larry Steele, public affairs administrator for the department. A temporary, prefabricated crossing known as a Bailey bridge has been built across the river at the site of the destroyed concrete structure and Steele said motorists will be using it by the holiday weekend.

VRA Reg. 6.99 mm THE 1 WASHINGTON (UPI) -Consumers could end up paying major oil firms for solar equipment that draws power from the sun, Mother Jones magazine says. oil companies are buying independent solar energy firms and could end up dominating the fledgling industry that draws power from the sun, the magazine said in its current edition. The magazine also said a large share of the federal solar research budget is gping to big oil and aerospace corporations.

The article, by solar energy activist Ray Reece, quotes Wall Street investment counselor Anthony Adler as saying that when the solar energy market matures, it will be "totally dominated" by major corporations. "One or two of today's independents might survive, but only by growing large," Adler said. "All the rest of the small solar companies are for sale." REECE ASSERTS the move by major firms to take over the solar industry stifles innovation, and is part of an overall strategy designed to "control the pace at which solar power becomes a viable force in the energy market." That, Reece said, will "allow time to maximize profits on other sources." Among the companies that have bought up small solar firms are ARCO, Amoco, Shell Oil, Exxon and Mobil Oil, Reece said. The article said the Department of Energy is helping big corporations gain control of the solar industry. "Key positions in DOE's solar division have been filled with executives from General Electric, Westinghouse, Texas Instruments and Rockwell International," it said.

"No less than 65 percent of the solar budget (in 1977) was handed out to Boeing, Lockheed, Westinghouse and other huge nuclear and defense contractors," Reece said. "This emphasis is also slated to continue." Industry officials dispute that the goverment is making significant cash grantp to solar companies controlled by the big corporations. "The oil companies are spending their own money and in rather large chunks," said Paul Caruso of Exxon's Solar Power Corp.
