129 Education Progress Evaluated WHITE SULPHUR SPRINGS Va (AP) Two Southern governors agree that the South made progress in higher education during the 1960s but the 1970s will be a time for accountability and another kind of change unforseen even 10 years ago 1961 we were aware of our national hour of crisis but we supposed that our hopeful confident society was relatively stable and we chartered an am bitious program of higher edu cation in the South based on that Duke Uni versity President Terry Sanford told the annual meeting of the Southern Regional Education Board (SREB) Sanford By JIM MAXWELL A $62 million budget for the coming fiscal year of the City of Statesville was presented to the city council at a study session Monday The budget as presented by City Manager Dickerson would hold the tax rate at 93 cents but would redistribute the pennies of the tax dollar to give a two cent boost to the general fund Natural growth of the valuation figure a proposed residential power rate hike and increased federal funding would be the primary source of funds which would raise the total budget by some $400000 from the current $58 million figure Several stumbling blocks to emphasis should be placed on the traditional college degree our Killed In Crash ORT WORTH Tex (AP) Three pilots and an inspector from the ederal Aviation Ad ministration were killed today when a Delta Airlines DC9 jet on a training flight crashed and burned at Greater Southwest International Airport Tarrant County Medical ex aminer eliks Cwozdz said the pilots and the AA inspector the only persons aboard were trapped and died inside the burning plane NO APPLAUSE YET We are going to reserve applause until we learn what it is the United States has obtained from the strategic arms limitation treaties President Nixon has just signed with the Russians As in many another give and take situation we can see what it is we are giving but we quite see what it is we are tak ing As we get it the SALT pack age comes in two parts irst there is a permanent draft treaty requiring senate con firmation which deals only with anti ballistics missile systems the so called ABMs Then there is an executive agreement signed by President Nixon and the Soviet leadership which covers offensive missiles land based and sea based for a period of five years Under the executive agree ment which we understand does not require senate action we freeze our nuclear sub marine fleet at the current 41 but permit the Russians to con struct 60 of these offensive vessels And we agree to hold our land based missiles at the present 1054 but permit the Soviets to have 1400 ICBMs Thus we permit the Russians to outdistance us in the sub fleet by a ratio of 60 to 41 and in the ICBM area by a ratio of 14 to 10 There is we know a lot of talk about warheads for these missiles an area in which we are supposed to be ahead of the Russians But what good are warheads if we do not have the means of delivering them? Once a missile is fired it cannot be retrieved for a second trip But having gone the second mile in the executive agree ment the President will send to the senate a permanent treaty proposal which incredibly pro poses that the United States actually retreat in its ABM de fense system against nuclear attack Congress has already ap proved and funded the con struction of ABM defense systems at three sites in the United States one in the Dakotas one in Montana and the third in the Washington (j area But the treaty would limit us to two the Dakota and Dis trict of Columbia sites scrapping the Montana project The Russians would be allowed two This concession is almost be yond belief Why should either the United States or Russia be required to reduce its defenses against nuclear attack? There is nothing in these defense systems which could be con verted to offensive purposes the whole safeguard system being designed to seek out and destroy approaching ballistics missiles To curtail our defenses against nuclear missiles com pletely overlooks the fact that Russia is not the only power capable of delivering such an attack We reported recently that Red China is building a fleet of modern nuclear subs comparable with ours and capable of delivering devastat ing attacks on either of our sea boards And who knows when some pipsqueak nation like Cuba will acquire some nuclear capability and blackmail us into embarrassing concessions? No doubt the national climate being what it is Mr performance in Moscow will go a long way toward assuring him of being the next President of the United States But some thought should be given to the Railroad Yard Is Bombed SAIGON (AP) American fighter bombers raided one of North biggest rail road yards Monday leaving the yards on the outskirts of Hai phong engulfed in explosions and flames and wrecked 16 bridges across the country the US Command announced to day One Marine A6 jet from the carrier Coral Sea was shot down but the two fliers nursed it out to sea and a helicopter pulled them out of the water The strikes against the Uong Bi railroad yard 10 miles north east of the port city were the first there in the stepped up bombing of North Vietnam which began April 6 The yard reportedly serviced North entire railroad system including the northwest and northeast lines to China Meanwhile a task force of three cruisers and two destroy ers ranged up and down the coast shelling targets from 10 miles north of the demilitarized zone to within 29 miles of Hai phong The US Command reported that American pilots flew more than 250 strikes across North Vietnam during the 24 hour pe riod ending at 5 PM Monday In the ground war there were reports of the first withdrawal of North Vietnamese troops from South Vietnam since they started their big offensive two months ago US military sources said elements of two North Vietnam ese divisions had pulled back into Cambodia from An Loc the besieged provincial capital 60 miles north of Saigon Both were reported badly battered by B52 bomb strikes The enemy pressure on An Loc itself has eased but North Vietnamese forces have in tensified shelling along High way 13 south of the devastated town and are keeping a relief column from getting through ield reports said the enemy gunners on Monday slammed 2400 rocket and mortar shells into three South Vietnamese po sitions along the highway two to 10 miles south of An Loc Twenty Court park Dickerson explained that capital requests for all depart ments which were included in the budget total $140583 He said another $13 million in capital requests were submitted by the various city agencies These requests could not be worked into the budget and still retain the same tax rate Major items in this group which were not included in the proposed budget include two fire trucks funds for land for an East Statesville fire station a shop building and land acquisition for the airport a street sweeper painting the two ele vated water storage tanks 24 inch water mains on the east side of the city and a sewage sludge incenerator The Susce Court park and a (See 2 Page 10 A) would throw the budget estimate out of kilter came from the city school system Cecil Barger chairman of the school board told the coun cil the board was asking for a supplemental tax of 23 cents this year This is an increase of one cent in the supplemental levy and in addition the schools would be using five cents worth of tax money levied for the current year but held in escrow when the county raised its level of school spending The city budet was prepared on the basis of a reduction in the school supplement from 22 cents to 20 cents The third factor which upset the proposed balanced budget was the request of the States ville Recreation Commission The current recreation budget is $162500 Requested by the commission was $226298 an increase of $63798 Allotted for the recreation commission in the proposed budget is $163400 Wage Increase Included in the proposed budget is a 5 per cent increase in wages which was the amount approved by city council at an earlier budget discussion The total cost of the wage boosts is $90590 Also included was the hiring of two additional firemen and two new policemen adding a stenographer at the city ware Indian Ocean and the Persian Gulf area which holds 60 per cent of the known oil reserves The Shah would like to see the United States and Soviet Union agree to let Iran act as the policeman of the area with out big power interference ailing that the Shah was ex pected to seek assurance of un diminished US support The Soviet recent ASSOCIATED PRESS Traffic accidents around the nation claimed 532 lives during the Memorial Day weekend The National Safety Council had estimated in advance that between 530 and 630 persons might be killed on streets and highways from 6 pm local time riday to midnight Mon day WASHINGTON (AP) The Supreme Court today rejected an appeal by California to re view a state supreme court de cision outlawing the death pen alty The high court currently is considering whether to abolish capital punishment across the land as being in violation of the federal Constitution The Jus tices gave no reason for declin ing unanimously to add Califor appeal to its docket Still before the court for an expected ruling next month are other appeals testing the con stitutionality of the death penal ty TEHRAN (AP) President Nixon arrived in capital today to a thunderous welcome by thousands of citizens and be gan the first of his discussions with the Shah on regional and world issues Iranian officials said 250000 persons lined the streets to wel come the President for his overnight visit and some Amer ican observers said the crowd might be as large as 400000 The throngs were friendly waving flags and shouting in their native tongue The President and Mrs Nix on were greeted at Mehrabad Airport by the 52 year old monarch and Empress arah after a flight from Kiev the last stop in the were told by Baghdad broadcasts to dis rupt the visit Among the topics expected to be discussed during the five hours of talks between the two leaders were the future of the a Raleigh shopping center Monday before fatally shooting himself Police said US Sen Ever ett Jordan who was campaign ing in the shopping center at the time apparently was not the target of the gunman 22 year old Harvey Glenn McLeod Po lice said McLeod had no way of knowing Jordan would be present since his visit was not announced in advance press aid Wes Hay den was one of those wounded and was reported in serious condition at Wake Memorial Hospital Meanwhile the young gun mother Mrs Willie McLeod told newsmen she was aware that he had been nervous and depressed lately and that she had considered seeing a well laugh as said the father Hundreds of holiday shoppers were at North Hills Shopping Center in the northern part of Raleigh when a succession of shots rang out shortly after noon US Sen Everett Jordan NC seeking renomination in runoff primary was on a handshaking visit to the center He was not injured but his press secretary Wes Hay den was shot in the back Hay den was reported in serious condition The dead were identified as Mrs Jackie Wharton 47 of Raleigh James Henry 31 of Woodstock Va shot while driving his car which rammed into another vehicle and Mel vin Harrison 23 of New Bern body was found in a pool of blood between two cars on the parking lot in front of the large shopping center The new semiautomatic 22 rifle he had purchased two hours earlier for $5495 was near his head He had closed his savings ac count at a bank shortly before buying the rifle and ammuni tion at a hardware store The shooting followed by two weeks the wounding of Alabama Gov George Wallace at a Laurel Md shopping center Police Chief Robert Goodwin said McLeod broke out his gun and started shooting first one way and then another We know why he was McLeod described as a operative and student student Young mother said he used to have but (See 1 Page 10 A) Huge Crowd Greets President In Iran Retiring Two teachers with a total of 77 years of service in Iredell County schools were honored at a luncheon at North Iredell High School yesterday William Henry Littlejohn guidance counselor and Mrs Mary Jolly an instructor in business education are retiring this year Littlejohn has taught in the Iredell school system for 47 years and Mrs Jolly has taught for 30 years Mrs Jolly was born in Iredell County and spent most of her life here She attended Montreat Junior College and graduated at Catawba College She is active in the American Red Cross and attends Trinity Episcopal Church She is a former NCAE Teacher Of The Year She taught at Scotts School from 1942 until 1966 when she moved to North Iredell where she has remained until her retirement this year She was married to the late Joe Jolly Littlejohn a resident of 238 Garfield St is a native of Statesville and holds a A degree from Livingstone house and $75000 for develop College and an Ed degree from Teachers College Colum bia University He is a member of Center Street AME Zion Church where he has served as teacher and superintendent of the church school choir member and member of the trustee board He has served as director of Christian education of adults for the Statesville District of the AME Zion Conference He was appointed by Gov Dan Moore to the Advisory Committee of the North Caro lina Good Neighbor Council He has also served as treasurer of the Billingsley Memorial Hos pital und Littlejohn has served his en tire teaching career in Iredell and is former principal of the old Rocky Knoll Elementary and Unity Elementary Schools He has been a member of the Statesville Recreation Commis sion from its
