ISC will be a guarantor of the development agreement. The only funds that will be realized locally will be through taxes by facilities built adjacent to the track. The Unified Government has initiated a master plan process which is hoped will include Edwardsville and Bonner Springs.

The biggest problem will be the acquisition of land, which means relocating more than 130 families.
