ICvrieuonaeiiCe of rnn Baltimore Sun. Washington, June 13. The Central American Treaty Tne A'ew Propositions Fvblic Opinion in England--Thit Alliance in Crntral America Another Civil War Impending General Walker, The proposition which Lord Palmerston. in bis recent spech, mentions as having been offered to this government, to wit: the adoption by the United' States government of the conditions and stipulations of the convention of August last bftween Great B'ita'n and Honduras, is altogether inadmissible. The pi ess cf that country is remarkably unanimous on this point.

It is competent for Great Britain and Honduras ta enter into vi bat stipulation thev please, but these is no propriety in making the United States a party to them. The counter-proposition of the I'm ted States Senate was simply toomit all mention of that convention, and provide that England and the United States should acknowledge the Bay Islands as a part of the territory of Honduras, thus requiring that the cession to Honduras should be unconditional. Every difficulty as to 0t'al America seems to have been go: over but this. The pioposiiion of Lord Palmerston. above refentd to, was ottered to the government some weeks pro, and the repLyofthe Secretary of State declining it was communicated to the British minister about the 1st of this month.

It is not at all improbable that some other proposition will be offered on the part of Great Britain after some further negotiation. It seems to have been the general impression in England tirat the treaty, as amended by the Senate, would be accepted by the British government, and it is very possible that public opinion there will require the adjustment of the question upon the teims proposed bv the United States. We learn fiom Nicaragua that Costa Rica and other Stales lattly allied with her are about to take possession of Nicaragua as a conquered country, and partition it among themselves. The Costa Kicans claim the lion's share. They not only claim the river San Juin, but the whole line of transit by way of the lake.

The other States wiil not assent to this, and will resist th- pretension bv foce. Another civil war, involving all these turbulent little States, is on the eve of conmieneerm-iit There is a Walker piity in Nicaragua, and they will call upon Walker to mum, tve'n before he is quite ready fur another campsiiyn. Correspondence of the Baltimore Sun.l Sonn MorjfTAix, June 13. The Mountain House The Crops of Frederick and Washington Counties Damage ly Heavy llains Soonsboro'', Sfc.

The season for summer retreats by city folks generally and pleasure -seeking people in particular, has arrived in all its majesty, and your correspondent, possessing naturally a mountainous as well as rural taste, find- himself located for a short season at one of the healthiest, most picturesque and lovely watering places to be found in all terra the "Mountain House," immediately on the summit of the Blue Rida-e, or better known as the South Mountain. Ths house is in the conduction of Mr. S. D. Riddle-rnofer, a gentleman wellqualified for all requsites pertaining to a public house.

The lofty pinnacles which su i round the house are now beautifully capped with nature's choicest the tall majestic oak, the sweet-scented ar.d silvery pine are all robed in Flora' richest garb the "roiks rills and templed hills," which greet the eye miles around, but bespeak the handiwork of the great Architect above. Many farmers in Mtddlefown Valley and other parts of Frederick county have turned their stock upon their wheat fields, believing that nothing in the shape of grata could be produced. In Washington county, on many farms, the same hps been pursued; in some part, however, the gsain looks remarkably well. In both counties stock food is very scarce and hizh. Much damage has been sustained by farmers and oth-is in consequence of the heavy rains which prevailed of late.

The Antietam, Catoc-tin and other streams were never- known to be liicher by the "oldest inhabitants." The town of Boonsboro, in Washington county, is a delightful place, but I am told by several of its commercial men that business generally is rather on a stand-still, the prospects of the farmers being unfavorable; hence a general stagnation c-f business throughout. Mr. 'John Snyder has recently taken possession of the United States Hotel, ard is one of the best host in the country. Patrick Quynn, a gentleman well and favorably known to many Baltimoreans, has recently opened a public house in connection with his extensive livery stable, so there need be no row of accommodation in Boonsboro' either for "man or beast." Game of nearly every description is plenty through our mountains, and should any of your "corps editorial fraternity" feel inclined to take shoot, just visit your correspondent at this watering place, and he will put 'em through. H.

Correspondence of the Baltimore Sun. Yokx, Jane 13. Crops Firemen's Parade Baltimore Visitors. The cry of short crops which was raised some time is dying away as we approach nearer harvest. The wheat crop in this section of the country looks very good, as does that of re and oats.

The com has suffered some from the heavy rains which "washed it out" in many places. The fruit also looks very promising. The Vigilant Fire Company of this place received their new fire engine from Philadelphia this mornirg, after which tbey paraded throvugh the principal streets, headed by the Worth Infantry band. The engine was built by John A.gne,w, of Philadelphia. It is a very costly and beautiful piece of workmanship; her gallery is silver, partly gothic and leaf work.
