Arriving at the federal building around 8:20 a.m., Ms. Lewinsky's lawyer, William Ginsburg, would not comment.

"Back off," Ginsburg said when confronted by reporters about an open letter of his that was published in a legal magazine. In the letter, Ginsburg lashed out at Starr and accused him of ruining the lives of Ms. Lewinsky and members of her family in pursuit of a probe that, at most, "may have succeeded in unmasking a sexual relationship between two consenting adults." The statement by Ginsburg in the magazine California Lawyer was not a confirmation that Ms. Lewinsky had sex with Clinton, Ginsburg's colleague was quick to clarify. "Monica Lewinsky and President Clinton have both denied a sexual relationship and nothing has changed on that," Nathaniel Speights, Ms.

Seeks Re-election Robert Mark has filed by petition for the Democratic Party nomination for Morris County Commissioner, 1st District. He has served as commissioner from the district the past 10 years. He was appointed in 1988 to fill the vacancy left by the resignation of Charlene McRae, and then was elected to four-year terms in 1990 and 1994. Mark has stated that he has appreciated the opportunity to make his contribution to the people of Morris County by serving as a commissioner, and hopes he has earned support for another term. He has noted the position takes much more time than it did when he first became a county commissioner.

This is partly because of increased state and federal mandates, and changing legislation that makes budget-making more complicated.
