WIPAT, TTOTBMBER 18, 19S8 (AKK.y COTJRTER TTEW8 PAGE FIVB Geneva Parley Failure Forces New Look at Soviet Intentions By JOHN SCALI WASHINGTON (AP) — Russia's harsh Ire ftisal lo deal with the West at Geneva und.ou.bl- edly will force the Eisenhower administration to make a new and somewhat gloomier estimate of Soviet intentions. Many top officials believe their basic assumption — that Russia does not. want and is not planning war with the West — will stand up even under the intensive review now shaping up. But Russia's refusal to consider «v«n moderate European conces •ion* promises to shake an important companion view—that the Soviets want to reduce international tensions for an 8 to 10-year period.
