Many top officials believe their basic assumption — that Russia does not. want and is not planning war with the West — will stand up even under the intensive review now shaping up. But Russia's refusal to consider «v«n moderate European conces •ion* promises to shake an important companion view—that the Soviets want to reduce international tensions for an 8 to 10-year period.
