Jan. 19, 1995: A study commission urges the Wisconsin Legislature to approve and send to voters a proposed constitutional amendment for creation of a sports lottery that could help pay for the stadium. Jan. 23, 1995: Milwaukee's business community offers to underwrite efforts to boost Milwaukee Brewers ticket sales and promote a proposal to enact a sports lottery to finance a new stadium. April 4, 1995: Voters reject creation of the sports lottery by a nearly 2-to-1 margin.

Aug. 19, 1995: Gov. Tommy Thompson announces a $250 million financing package for constructing a new ballpark and promises to call a special session of the Legislature to consider imposition of a special sales tax. Oct. 6, 1995: The state Senate, just before dawn, votes 16-15 to salvage a plan to raise taxes to help build the stadium.

Passage follows two unsuccessful votes that sent Thompson and legislative leaders into early morning huddles. The swing vote comes from Sen. George Petak, R-Racine. Nov. 14, 1995: A group of Racine County residents unhappy with Petak's vote announce plans to seek to have him recalled from office.

Associated Press Party isn't about me, says Perot WASHINGTON (AP) Texas billionaire Ross Perot sought to dampen speculation about his political plans for 1996, insisting Friday that the work of his new Reform Party was not about his personal ambition.

"We don't in any way want this to be focused on any individual, and certainly not me," Perot said on CNN's "Larry King Live." He said the Reform Party would seek written commitments from the candidates it endorses that they will address Reform Party concerns and not engage in negative campaigning.

While the World Health Organization estimated Thursday that 50 million people worldwide carry drug-resistant strains, the CDC wasn't yet able to tell how many U.S. cases resisted treatment. California and New York City were hardest hit by TB, but saw improvement last year. New York City's cases dropped 18 percent last year, to 2,445 patients, while California's dropped 4 percent, to 4,622 patients.

The U.S. figures came one day after the WHO reported that tuberculosis remained the world's leading infectious killer, claiming 3 million lives last year. The worldwide TB epidemic means Americans are not safe despite declining rates here, the CDC says. TB can be highly contagious, spread through coughing or sneezing, even by flying on an airplane with a sick person. "What we do now is critically important," said Castro, warning states and Congress against letting up on TB prevention efforts.

The American Lung Association called on Congress Friday to provide $220 million to fight TB in 1997, $75 million more than this year, to build on last year's successes. And it warned that President Clinton's 1997 budget proposal would no longer require states to use CDC grants specifically to fight TB, meaning they could instead divert TB funding to other health needs. WASHINGTON (AP) New cases of tuberculosis dropped 6.4 percent in the United States last year, the third year of decline after an eight-year surge. But there was a worrisome increase in cases of the infectious lung disease in the nation's heartland, including Wisconsin, government doctors said Friday. "This is not a time for celebration but a time for cautious and guarded optimism," said Dr.

Kenneth Castro, TB chief at the Centers for Disease Control and Prevention. Last year, 22,812 Americans got active TB, down from 24,361 the year before, the CDC said. That decline followed drops of 5 percent in 1993 and 4 percent in 1994. But 20 states either saw no change or an increase in TB last year. Among the worst rises: Arizona, up 28 percent; Minnesota, 11 percent; Iowa, Louisiana and Pennsylvania, 9 percent; and Wisconsin, 7 percent.

The CDC isn't sure why TB increased in those states. TB among Americans had surged 20 percent between 1985 and 1992. Some 15 million Americans are infected with the bacterium that causes TB, but because the bug doesn't sicken everyone, 1.5 million will develop active TB at some point. The government in 1992 declared TB a public health emergency, and last year spent $145 million to test Americans and ensure those with TB the six months of medicine required to cure them. "It appears that a lot of good things have happened to the Brewers in the last couple of days. We got great news from Miller. They stepped up and really put us into the big leagues with their commitment," Brewers manager Phil Garner said at the team's spring training quarters in Chandler, Ariz.

"We have a plan to replace the WHEDA loan, which sounds like an answer to what all the politicians were asking for. So, it looks like the Brewers have really done their part. Now it's up to the stadium authority to go ahead and get something done." said. Elizabeth Erven, chairwoman of No More Petax, said she was pleased with the staff recommendation and was prepared to go to court if the board fails to certify a recall. Erven said her guess was that the signatures the staff ruled out were invalid.

She said she would still work to correct petitions in case the count was close. "It's not over till it's over," Erven said. Jim Pugh, a spokesman for the Republican Party of Wisconsin, said the party has not decided whether to go to court if the board certifies a recall. "We have to keep every option available to us under consideration but we trust that the board will recognize that we have raised significant constitutional and statutory challenges to the recall drive that no election should be called," Pugh said. Pugh said Petak had a strong record on welfare reform, property tax relief and juvenile justice reform, and the party is confident he would win if a recall election is held.
