September 4, 2000 From Page 1A Proposals for Community Development Block Grant funding GRANTS Joe Heck, Racine assistant director of city development, said the city already has $280,000 to use for redevelopment of the 1300 block of State Street. Total costs are expected to be about $460,000. The western half of the block would be used for the transit station. Besides the former post office building, which is now used as a Mexican-style market, the block includes a former Masonic Lodge, parking and five residential properties.

The city's Redevelopment Authority earlier this year declared the block as blighted. Among other major requests for shares of the $2.5 million in Community Development Block Grants to the city next year are those by Wustum Museum for $290,125 to remodel the Bank building at Fifth and Main Streets into a museum; a request by Neighborhood Housing Services of Kenosha for $250,000 to start a home-ownership program on the south side of Racine; and $100,000 sought by Alderman Mike Shields for a erosion control project on 11th Street. RACINE The city's Community Development Committee will conduct a public hearing on the proposed allotment of $2.5 million in federal block funds at 7 p.m. Wednesday i Room 205 of City Hall, 730 Washington ve. The city received a total of 73 reouests for funding.

The total amount requested was $6.1 million. At a meeting last month, the committee made recommendations for distributing the $2.5 million. The committee will have to cut another $222,000 to get down to $2.5 million, according to Joe Heck, assistant director of city development. After hearing comments at Wednesday's meeting, the committee will meet Sept. 13 to make the final cuts.

The Racine City Council is scheduled to consider approval of the allocations Oct. 3. Following are the 73 requests, along with the applicants, amounts requested and amounts currently recommended by the committee: 1. Family Sarvtcs Building Improvement! Requested by Family Service of Racine Total CD funds requested: $73,149. Recommended amount: $25,000.

The money would be used to replace 48 windows on the west and south sides of the building, 420 Seventh St. 2. Housing Counseling Program Requested by Family Service of Racine Total CD funds requested: $40,000. Recommended amount: $35,000. The program offers one-on-one sessions with prospective home-buyers and existing homeowners who are facing foreclosure, and offers seminars for first-time homeowners, teaching them about assistance programs and about resolving credit issues.

3. Clean Property Initiative Requested by city Health Dept. Total CD funds requested: $58,000 Recommended amount: $53,000. The purpose of the program is to maintain sanitary conditions in inner-city neighborhoods via public education and on-site inspections. 4.

Bryant Canter lighting Requested by city Parks Dept. Total CD funds requested: 92,475. Recommended amount: Interior lights of the center would be replaced 5. King Canter bleachers Requested by city Parks Dept. Total CD funds requested: $21,120.

Recommended amount: Wooden bleachers at the center would be replaced. 6. Wash. Park Center Parking Lot Requested by city Parks Dept. Total CD funds requested: $20,000.

Recommended amount: The parking lot would be re-paved. 7. King Center Lot Re-paving Requested by Parks Dept. Total CD funds requested: $36,500. Recommended amount: Funds would go toward re-paying the parking lot.

8. King Center GEDHSED Program Requested by Parks Dept. Total CD funds requested: $42,851. Amount recommended: $30,000. The project is designed to provide case management, competency training, workshops, child care, transportation and computer-base learning to 40 youth and young adults.

9. Water-Safe Kids Program Requested by city Parks Dept. Total CD funds requested: $10,000. Recommended amount: $10,000. Swimming and water-safety lessons will be offered to low- and moderate-income families to prevent water accidents.

10. Bryant Center Bleachers Requested by Parks Dept. Total CD funds requested: $21,120. Recommended amount: The existing wooden bleachers would be replaced. 11.

Main Gallery Requested by city Parks Dept. Total CD funds requested; $47,052. Amount recommended: $30,000. The money would fund a six-week summer program for 50-75 Racine teens to apprentice in the arts. 12.

City Housing Program Request by Department of City Development. Total CD funds requested: $200,000. Total CD funds recommended: $125,000. This proposal would continue funding for the city's Housing Department, which administers and makes loans for rehabilitation and development of housing for people with low to moderate incomes. 13.

The Unexpected Requested by Fard Mohammed TotaltD funds requested: $45,000. Recommended amount: $0. Money was requested to help with a field trip, computers, graduation supplies and office supplies. 14. Wustum Museum Renovations Requested by Wustum Museum Total CD funds requested: $290,125.

Recommended amount: $100,000. The funds would be used to help renovate the Bank building at 5th and Main streets into a museum. 15. Movln' On Up Requested by Transitional Living Services, Milwaukee. Total CD funds requested: $31,208.

Recommended amount: $0. Money would help place 70 mentally ill adults a year in supported-living apartments in Racine. 16. State Street Redevelopment Requested by Dept. of City Development Total CD funds requested: $178,500.

Amount recommended: $100,000. Recommended amount: $0. Program would work for decent housing and provide information to landlords and tenants. 37. Assistance for the Homeless Racine Emergency Shelter Task Force Total CD funds requested: $16,500.

Recommended amount: $1,600. Funds would provide transportation of homeless people to job sites, interviews and appointments, and other support services. 38. Family Support Services For Gang Diversion Request by Taylor Home Inc. Total CD funds requested: $65,000.

Amount recommended: $0. The program is designed to provide support to youth who are at risk of gang involvement, and their families. 39. Computers for Youth Requested by Racine YMCA Total CD funds requested: $15,000. Recommended amount: $0.

The money would buy eight computers and software for use by children in YMCA programs. 40. Racine Street Resurfacing Requested by city Engineering Dept. Total CD funds requested: $170,000. Recommended amount: $150.

The street would be resurfaced from 21st Street to Washington Avenue. 41. Street Asphalt Resurfacing Requested by city Engineering Dept. Total CD funds requested: $200,000. Amount recommended.

The purpose of this proposal is to resurface deteriorated streets in the older areas of the city. 42. Villa Street Improvement Project Requested by Southside Revaluation Corp. Total CD funds requested: $302,100 Amount recommended: $0. Funds would be used to fund the purchase and demolition of six buildings and do landscaping.

43. Minority Business Loan Program Requested by Community Economic Development Corp. Total CD funds requested: $162,000. Total CD funds recommended: $100,000. The money would cover administration of the city's minority loan fund program, which provides business counseling and training, business and financial plan development, loan packaging and proiect monitoring to 100 entrepreneurs per year.

44. Safe Haven Lead Removal Requested by American Red Cross Total CD funds requested: 12,593. Recommended amount: $10,000. Funds would be used to temporarily remove low-income families from their homes while lead-abatement proiects are under way. 45.

Restoration of 820 S. Main St. Requested by VFWPost 1391 Total CD funds requested: $70,000. Recommended amount: $70,000. Funds would be used to renovate the house, which was the last residence of Racine founder Gilbert Knapp, for use as a military history museum.

46. Renovation of 2113 N. Wisconsin St. Requested by RacineKenosha Community Action Agency Total CD funds requested: $252,818. Amount recommended: $75,000.

Money would be used to renovate the agency's new headquarters. 47. Racine Neighborhood Watch Requested by Neighborhood Watch Inc. Total CD funds requested: $83,000. Amount recommended: $40,000.

The program organizes and empowers neighbors to report and thwart crime. 48. Forgivable Loans program Requested by Neighborhood Watch Inc. Total CD funds requested: $1 1 7,933. Amount recommended: $40,000.

Money would be made available as forgivable loans of $1,000 apiece for low-income people who want to buy homes in the inner city. 49. Help and Shelter for Homeless Women and Children Requested by Homeward Bound Total CD funds requested: $52,000. Amount recommended: $40,000. Funds would be used to help provide shelter and other help to homeless women and children.

50. Street Lighting Improvements Requested by city Engineering Dept. Total CD funds requested: $10,000. Amount recommended: $0. Money would be used for improved lighting in inner-city areas.

51. GangCrime Diversion Task Force Requested by Innovative Youth Services of Racine, AKA Safe Haven. Total CD funds requested: $38,830. Amount recommended: $34,000. This is a preventionintervention program for at-risk uveniles.

52. Educational Community Center Requested by Willie Riley Jr. Total CD funds requested: $70,050. Amount recommended: $0. The center would provide anti-drug information, literacy development and other educational services.

53. Community Rehabilitation Project Requested by Urban League Total CD funds requested: $57,265. Recommended amount: $25,000. Money would be used to install a new roof and gutters, resurface the parking lot and paint the exterior of the building. 54.

Funds will be used to help pay for the academy's tutorial and leadership development programs. 62.

69. Root River Pathway Requested by Department of Public Works Total CD funds requested: $150,000. Recommended amount: $75,000. Money will be used construct the pathway, which will follow the Root River from Colonial Park to the Main Street Bridge. 70.

Imaginarlum Youth RAP initiative Requested by The Imagmarium of Racine Inc. Total CD funds requested: $90,540. Amount recommended: $0. The Racine Ambassador Program will tram youngsters from the central city in tourism and hospitality to become ambassadors for the city. 71.

Community Help Inc. Requested by the Rev. John Oatis Total CD funds requested: $570,200. Amount recommended: $0. Money would be used to provide education and training of low-income inner-city youngsters and their parents.

72. Quantum 2000 Program. Requested by OIC Inc. Total CD funds requested: $71,000. Total CD fund recommended: $25,000.

The program seeks to prevent 50 at-risk Case High School students from dropping out of school 73. Geneva St. Rehab Project Requested by OIC Inc. Total CD funds requested: $1 15,000. Amount recommended: $1 10,000.

The money will be used to teach renovation skills to 16 African-American youths age 19 to 24 who are unemployed high school dropouts interested in the construction trades. Other recommended allotments: $200,000 for administration of the block grant program. $50,000 in reserves for over-budget expenses. The Department of Public Works would be granted $400,000 to use for these projects. The Parks Department would get $150,000 to use for these projects.
