"We're more of a travel agency today," said Johnny Warnock of the Forest Service office in Gainesville, as he organized planes to fly extra firefighting crews home. "It's got to help for a few days," he said of the rain, only the second in his area in 42 days. But foresters warned that wind could quickly dry the woods out again and that the wet weather did not end what U.S.

Forest Service spokesman Doug Williams called the region's worst fall fire season in two decades. Since late October, more than 10,000 fires have burned 225,000 acres in the Forest Service's 13-state Southern region. West Virginia, which is not included in the region, has lost an additional 155,000 acres. At least two firefighters died of heart attacks. Most states had not yet put a price tag on the loss, but Alabama State Forester Bill Moody estimated his state's loss at about $20 million.

WASHINGTON (AP) The poorest one-tenth of Americans will pay 20 percent more of their earnings in federal taxes next year than they did in 1977 and the richest will pay almost 20 percent less, the Congressional Budget Office said Tuesday. In an analysis of federal tax burdens, the non-partisan research agency concluded that a middle-income family (about $30,000 income in 1988) will pay 20.9 percent of its earnings in federal taxes next year, down slightly from 21 percent in 1977. "Between 1977 and 1984, the distribution of total federal taxes became less progressive," meaning ability to pay became less important, CBO said. "This change primarily reflected a shift in the tax burden at both extremes." Although the big tax overhaul enacted last year is expected to make the system somewhat more progressive, the report added, ability to pay will still be less of a factor than it was in 1977. The report was requested by Sen.

George Mitchell, D-Maine, shortly after the 1986 tax law was enacted. Mitchell, a member of the Senate Finance Committee, favors shifting a greater share of the tax burden onto upper-income Americans. By the end of 1988, 80 percent of families will have seen their incomes decline since 1977 when adjusted for inflationCBO concluded. But the richest 10 percent will see an average increase of 16 percent, the top 5 percent will average a 23 percent rise and the richest 1 percent will see their incomes grow by 50 percent. Sell off public housing, panel recommends WASHINGTON (AP) A 2-montb-old presidential commission on privatization has unanimously recommended that all public housing in the United States be sold or abandoned, the panel's chairman, David Linowes, said Tuesday.

Poor people in the future should be given government rent vouchers, with those now residing in public housing also given a chance to buy their units at a discount, Linowes said. The 12-member President's Commission on Privatization, named by Reagan on Sept. 2, has been holding public hearings on recommendations for turning activities now financed by federal and state governments over to the private sector. Among the panel's major housing recommendations: Governmental entities should not build any more public housing units. AH existing public housing projects should be vacated, demolished or sold.

Linowes said he didn't know how much the proposal would save governments but said "testimony indicates you can furnish housing through vouchers at one third the cost of building public housing units." Linowes is a University of Illinois political economist.
