Rainfair the maker of outdoor wear and industrial clothing, wants to bring that message home again by re-opening its factory-outlet store which closed in 1980. "WeVe here and part of the community," said company chairman and president William Mead.

"We might as well sell our products to the community." The company would like to operate a store year round, but will open one on a trial basis, starting today with the opening of a store in the Westgate Mall shopping center at the corner of Washington Avenue and Ohio Street. The store will be open for five days until Sunday. The company store represents an attempt at catering to consumers directly, according to John Boyd, Rainfair national sales manager. If the store sells 50 percent, or $25,000 of its $50,000 r- nnl in ftlA i 'flH Til tMal rminA snryi nimi mill sales, the company said. By 1992, Rainfair hopes to increase the company's consumer sales to 33 percent of its business, Boyd said.

While offering customers a 30-percent to 50-percent discount on company goods, the factory-outlet store will also help trim Rainfair's bulging $4.2 million inventory, Boyd said. The inventory was accumulated, in part, from late deliveries, Boyd said. He said he company normally maintains a $3-million stock. "We have an overabundance of rainsuits and boots on inventory," company president Mead said. "And it's better for us to get rid of them at little or no profit than it is to continue the storage." The factory-outlet store was originally in the company's plant at 1301 Hamilton St.

but closed eight years ago when the San Francisco-based Levi Strauss Co. still owned Rainfair. The company has not decided where it would open a permanent outlet store. Since then, the company has changed hands twice, with Mead taking the helm last October as majority shareholder. In other company news, Rainfair reports last November sales hit a one-month record high of $2 million.

As the company enters its fourth quarter of fiscal 1987, it estimates sales at year end will reach $16 million, up 22 percent from the previous year, Boyd said. The Rainfair plant is operating at about 75 percent of its capacity, and the company is growing at a rate of 20 percent annually, according to Boyd. If the growth rate remains strong, the company may add a second shift, or 50 workers, to its production line, Boyd said. Rainfair's consumer items, like hunting and fishing garments, are normally sold through company customers such as Sears Roebuck mart Department Stores and Gander Mountain, according to Boyd. Bowsher, issuing an official report on October's stock market crash, called on Congress Tuesday to order securities exchanges and federal regulators to develop emergency plans within the next 60 days for handling market crises. "We don't know when we will have another wave of selling," said Bowsher, urging that the financial system prepare itself to dampen panic and contain potential damage.

"If markets are to function, prices must be free to move, but we should seek to minimize the extent to which a collapse in share prices feeds on itself and on failures in the trading systems," said the official, who heads the General Accounting Office, the investigative arm of Congress. Bowsher presented the report to the House Energy and Commerce telecommunications and finance subcommittee, which has been conducting an investigation into the Oct. 19 market slide that saw prices plummet an unprecedented 508 points. The panel is pondering whether to seek legislation to address problems in the ROCKWELL ACCUSED OF $450,000 IN DOUBLE BILLING: Rockwell International Corp. and two of its former managers were indicted in Los Angeles Tuesday on federal charges of overbilling the Air Force by $450,000 on a sophisticated navigational system.

A federal grand jury issued a 25-count indictment stemming from work Rockwell did under two contracts for the NAVSTAR global navigational system that uses radio signals from satellites to pinpoint locations on earth. The indictment accuses the company and the men of one count of conspiracy to defraud the United States, three counts of mail fraud and 20 counts of submitting false claims to the government. Rockwell also is named in a separate count for criminal contempt. FEDS INVESTIGATING PHONY BILLING BY HERTZ: The Hertz C0rp says it is eooperatiiig with a federal grand jury investigation into possible forgery and bill fraud involving charges to customers and insurance companies for auto repairs. The company has acknowledged that it used phony damage claims, altered documents and inflated repair bills to charge higher prices than it paid to repair autos damaged in aceidents.

It said the practices, which lasted Seven years and pulled in approximately $13 million, were halted when top management learned of them in 1985. An executive in charge of accident damage claims was firedt and all payments made under the improper practices will be refunded, the company said. FIAT LAUNCHES COMPACT FOR EUROPEAN MARKET; Italian industrial giant fiat unveiled a $1 billion gamble Tuesday in a bid for supremacy in the competitive European car market. Fiat launched a compact hatchback, called the Tipo, designed to compete with the Volkswagen Golf in the West European family car market. PHILADELPHIA (AP) Conrail announced Tuesday it will pay $7.5 million to settle injury claims stemming from the collision of a Conrail train and an Amtrak passenger train outside Baltimore last year.

Robert T. Sullivan, spokesman for he Consolidated Rail said the agreement does not apply to claims relating to deaths in the Jan. 4, 1987, accident outside Chase, Md. More than 170 people were injured and 16 were killed when three Conrail locomotives bound from Baltimore to Harrisburg went through a stop signal and skidded through a switch into the path of the northbound Amtrak train, officials said. It was the worst accident in Amtrak history.

A National Transportation Safety Board investigation found that operators of the Conrail locomotive may have been under the influence of illegal drugs at the time. Civil suits filed by families of the dead and injured total at least $294 million. In a federal court ruling, a judge indicated Conrail would be harder hit by claims than Amtrak. Conrail said the agreement for settling injury claims was made "without conceding liability or the amount of damages incurred" and said it would seek reimbursement from Amtrak for its settlement costs and legal expenses. Conrail Northrop gets B-2 contract AGREEMENT ON CLOSING FORMER AMC PLANT; A day, the only public statement ever released on the project said the Air Force would build 132 of the planes for $36.6 billion in 1981 dollars.

DUBUQUE STAR SOLE BREWER OF EDELWEISS: A Wisconsin brewer has agreed to stop using the Edelweiss brand and recipe in its product distribution as part of a settlement reached with the Du-fcitque Star Brewing Co.

The agreement between G. Heileman Brewing Co. of La Crosse, and Dubuque Star was filed in U.S. District Court In Cedar Rapids, Iowa. Dubuque Star Brewing Co, filed a lawsuit last July accusing Heileman of illegally using the Edelweiss name, for which Dubuque Star claimed io have trademark ownership.

Dubuque Star purchased rights to the name and the brewing formula from Heileman in 1975 for $50,000, the lawsuit said However, Heileman manufactured and sold the beer under the Edelweiss name in November 1986, it contended. payment would buy. He also declined to spell out the subcontracting roles of Boeing and LTV. The Defense Department and Air Force have acknowledged that Los Angeles-based Northrop is serving as the prime contractor for the Stealth bomber, designated the B-2. The plane, which has been described as resembling a "flying wing" without a conventional fuselage, is designed to penetrate Soviet borders without being detected by radar.

Besides its unique design avoiding all sharp angles the plane relies on the use of radar-absorbing coatings on its exterior surfaces and composite materials for construction, according to sources. contract had been awarded to Northrop and three subcontractors on Nov. 19 and declined to provide details. Pentagon sources said, however, the contract represented the first infusion of money for regular production of the new plane, known officially as the Advanced Technology Bomber. The subcontractors are the Boeing LTV and General Electric aircraft engine group. Capt.

Jay DeFrank, Air Force spokesman, declined to say whether a firm, fixed-price contract or some other type had been awarded or to detail precisely what the $2 billion said it entered into the agreement to help settle the outstanding claims and avoid the risk of further expense, delay and litigation. The agreement has been submitted to the U.S. District Court for Maryland, which will schedule a hearing on it. The court must approve the agreement.
