All downtown Houston areas were open for traffic Monday for the first time since the killer storm hit last Thursday, said Public Works Department spokesman Dan Jones. It's too big. There is no way in 30 days or 60 days or 400 days that the city and these contractors can clean up this said Houston City Councilman John Goodner.

The city was expected to take bids worth $2 million today from private companies for cleaning up the city. "He is simply bored with the job," said the Republican source, who requested anonymity. AWACs may return LOS ANGELES (AP) The Reagan administration is considering the withdrawal of two AWACS surveillance planes that were sent to north Africa to monitor fighting in Chad.

Although no decision has been made, the planes "have achieved their goals" since they were dispatched earlier this month to standby duty in the Sudan, according to an administration official who spoke on the condition that he not be identified. Since the sophisticated radar planes were sent to the region, French troops have been sent to Chad and "the Libyan advance has been halted, the official said. In addition, the government of Chadian President Hissene Habre has remained in power despite rebel fighting in northern provinces, the official said. Waterbed kills owner STOCKTON, Calif. (AP) A waterbed mattress apparently broke free of its frame and smothered its owner, who had fallen asleep waiting for the bed to fill with water, police said.

Donald King, 28, of Stockton, was asphyxiated by the mattress when it overfilled with water, burst its wood frame and rolled on top of him, police said. King apparently had fallen asleep on the floor Saturday night while waiting for the mattress to fill with water from a hose, police reported. When the water-filled mattress shattered its wooden bonds, it apparently rolled onto King. The accident was discovered by apartment manager Wes Beckman. He told police he had been called by King's downstairs neighbor, LaMoyne Guerra, 36, who complained about water leaking from her ceiling and flooding her apartment.

Sixteen cruisers, destroyers, frigates and two attack submarines will also be deployed for the war games along with two British ships and a Dutch vessel.
