By JAN SJOSTROM Daily News Arts Editor A new black artists' festival at the Norton Museum and an exhibition of sea critter sculptures made of ocean trash at Mounts Botanical Garden are among eight Palm Beach County programs that will share $125,000 in grants and sponsorships from PNC Bank's foundation. The awards announced last week go to programs designed to increase access to the arts in new and innovative ways. The recipients are: Ann Norton Sculpture Gardens $12,500 for Art and Healthy Hearts in the Garden, a new program tied to the season's exhibitions that brings students from un-derserved schools to the gardens to learn about healthy foods and gardens.

Miami City Ballet $15,000 for free Ballet for Young People performances at the March 2 Kravis Center and Feb. 20 Broward Center in Fort Lauderdale. Milagro Center $20,000 for free pop-up performances in under-served communities. The shows will feature performers and sets from Jamathon and Wellness Workshops, a series of six weekly one-hour sessions for children in high-needs communities that are designed to combat childhood obesity. The program culminates in a three-hour fitness event July 26 at the South Florida Fairgrounds.

Kravis Center $20,000 for a new high school music theater awards program. Norton Museum $20,000 for a new Black Arts Festival on Feb. 24 featuring local black artists, children's activities the Delray Beach center, which provides arts experiences for disadvantaged and academical-ly-at-risk children and teens. Mounts Botanical Garden of Palm Beach County $20,000 for Washed Ashore, Art to Save the Sea, an exhibition running Dec. 2 to March 31 featuring sculptures of sea creatures built from marine debris collected on beaches.

Digital Vibez $2,500 for the Lake Worth-based group's KidsFit and entertainment. Palm Beach Symphony $15,000 for four free student performances of Sergei Prokofiev's Peter and the Wolf. This is the second round of grants in a three-year initiative under the PNC Foundation's Arts Alive program. Recipients were selected by PNC Bank and the Cultural Council of Palm Beach County. The third round of applications will open in March.
