2 THE HILLSDALE DAILY NEWS, Tuesday, March 16,1976 Litchfield Still Working On '75-'76 School Budget LITCHFIELD The Litchfield Board of Education hopes to have its 1975-76 school budget completed soon. At a special meeting Monday night Superintendent Robert Swartz said he hoped the board would soon be able to settle contracts with noncertified personnel. Until the contracts are decided there can be no firm budget figure for the 1975-76 school year. This means that the 1976-77 budget is also being delayed. Litchfield was forced to delay its 197576 budget because of difficulties in settling contracts.

The contracts finally were settled last month. However, noncertified personnel contracts have not. Swartz said it was necessary to settle with the teachers first. He said he hoped a two- year contract could be worked out with the noncertified personnel. A two-year contract would aid in settling the 197677 school budget.

Swartz said a possibility existed that teachers would have to be laid off to help balance the 1976-77 budget. He said the budget for 1976-77 could be as much as $90,000 more than the 1975-76 budget. However, Swartz said the budget would be balanced on an accrual basis. In brighter news, Swartz reported that Litchfield City and Litchfield Township had paid most of their share of the February taxes, and he had been able to pay off a $75,000 loan. Tenure Tenure was granted to three teachers: Mary Bennett, high school; Marcia Francis, high school and Doretta Wilson, elementary school.

In addition, four elementary school teachers were placed on extended probation for their second year. They are Paul Bozylewicz, Carol Korvas, Elizabeth Polzin and Beth Van- derMoere. Special Education The board changed its recommendation concerning consolidation of Litchfield and Jonesville special education students. Last week the board decided to have the students at Litchfield. However, this week the board decided tc consolidate the classes at Jonesville, because most of the special education students are from Jonesville.

The recommendation would have the three classes one at Litchfield and two at Jonesville consolidated into two classes at Jonesville. Because of tightened entrance requirements from the state, fewer students are in the special education program, and many rooms are no longer economically defensible. The Jonesville Board of Education will make its recommendation at its monthly meeting Wednesday night. The Hillsdale County Intermediate School District Board of Education must approve both recommendations. Other Business In other business the board appointed members William Johnson and Clyde Wonders to act as liaisons for school athletics and it approved administrative contracts for the next school year.

North Adams School Board Sets Budget For Next Year NORTH ADAMS The North Adams-Jerome Board of Education approved a proposed 1976-77 school budget at its monthly meeting Monday night. Superintendent Harold Trott said the budget would be submitted to the allocation board in April for approval. He stressed that because of uncertain financing for all Michigan schools, changes still might be made in the budget. Trott said expected revenue for the 1976-77 school year would be about $965,700. This is an increase from the 1975-76 revenue which is $927,400.

In addition, Trott said he expected to have a $50,000 balance left over from the present school year. A possibility exists that to counteract increased expenses, $30,000 of the present balance could be used next year. Trott said the balance for the next school year was more economical than this year because of an expected increase in expenses of 6.5 per cent. He noted that the increase in revenue was in comparison only 6 per cent. Among the increases is the cost of Blue Cross insurance which will be about $6,000.

Trott said he was going to attend a seminar Thursday in Adrian concerning Blue Cross. There was much discussion concerning the effect of the increased State Equalized Valuation (SEV) at the meeting. Trott said most people were beginning to realize that an increase in the SEV would not benefit the schools. The increase would force local districts to pay more for school aid while the state pays less. "Hie schools, however, receive the same amount of money.

Hie board will include a renewal request for five mills operating expense for three years at the June 14 school elections. Trott said this was the same as it had been. There will be no increase in millage. Two school board seats will also be up for election. Board members Ronald Neer and Henry Reber have not decided whether to seek reelection.

Calendar The board approved the 1976-77 school year calendar. School will begin Aug. 31,1976 and it will end June 2,1977. Christmas vacation will be Dec. 23 through Jan.

3. Spring break will be the third week in April corresponding with Good Friday. Teachers will have one- hiilf day of in-service, and there will be at least one full day of Parent-Teachers Conferences. Reviews The board listened to a review by Construction Coordinators, Detroit, in regards to coordinating building projects. Trott said the meeting was informational only.

The board also reviewed the student evaluation cooperative program in which several students work in the afternoon in local businesses and it reviewed state financing of bond issues. ELSIE R. (Reynolds) ROWE Elsie R. (Reynolds) Rowe, 76, formerly of Hillsdale, died in Foote Memorial Hospital East Sunday. She was an associate professor of English at Hillsdale College for 29 years.

Her husband, Casper Rowe, preceded her in death. Survivors are: one step-daughter, Mrs. Elaine Kearney of Palos Verdes Estates, two stepsons, Robert G. Rowe of Singlands, and Thomas Rowe of San Francisco, a sister- in-law, Ethel Klingen Smith; and a nephew, Robert Reynolds of Ann Arbor. She was preceded in death by two stepdaughters.

The memorial service will be at 11 a.m. Friday in the College Baptist Church with the Rev. Thomas Burke officiating. The body was cremated and will be buried in the Oak Grove Cemetery in Hillsdale. The arrangements are being made through the Cavanaugh Funeral Home of Jackson.

MARY ROSE BAILEY HUDSON Arrangements are pending at the Eagle Funeral Home in Hudson for Mary Rose Bailey of 304 Seward Hudson, who died in the Thom Hospital following a two-week illness. MRS. ELEANOR CUMMINGS JONESVILLE Mrs. Eleanor Ruth Cummings, 77, of 650 E. Chicago Road, Jonesville, died at her home Monday morning after a short illness.

She had lived in Hillsdale County since 1935. She was bom Nov. 9,1898 in Brazeau, the daughter of Frank and Bertha SemrauRost. Her husband Mack R. Cummings died in 1958.

Survivors include four daughters, Mrs. Patrick (Nancy) Jackson of Hillsdale, Mrs. Larry (Aleene) Travis of Quincy, Mrs. Donna C. Sprout of Ann Arbor and Mrs.

Jack (Mary) Masters of Battle Creek; two sons, Mack Cummings of Coldwater and Owen Cummings of Baltimore, one sister, Mrs. Esther Prausa of Manitowoc, three brothers, Frank Rost, John Rost and Roy Rost, all of Coleman, 14 grandchildren and four great-grandchildren. The funeral will be at 1 p.m. Thursday in the Beebe-Putnam Funeral Home, Jonesville. The Rev.

Milton D. Walton of the Bankers Baptist Church will officiate, and burial will be in the Allen Cemetery. Tlie family will receive friends at the funeral home from 7 to 9 p.m. Wednesday. READING In the Monday obituary of Gertrude A.

Being treated at the hospital at press time was Bonita Louise Coffinger, 28, of 505 Kyser Drive, North Adams and Christopher Coffinger, age, 2. Another child, Bradford James Coffinger, age, 5, was not injured, according to deputies. The accident occurred as Mrs. Coffinger was westbound on State Road east of Lake Pleasant Road and her car hit an spot. She lost control, according to deputies, and the car slid around and struck a bank on the left side of the road.

No citation weas issued. Reading Chamber Of Commerce Names Baker New President READING Francis Baker recently assumed the responsibilities as president for the Reading Chamber of Commerce. Other newly elected officers include, vice president, John Radabaugh; secretary, Marian Man Lodged Monday Donald Howard Daglow, 39, of 324 Ridge Road, Reading, was lodged in the Hillsdale County jail by deputies of the department at 11:50 a.m. Monday on a charge of larceny by conversion.
