TJIE IKTER OCEAN, -THURSDAY MORNING, FEliHUAltY 5, 1903. CONFLICT CAUSED BY PRIMARY DATES VET? Republican Leaders Disagree Over Time for Convention. WEEK Df lot, Guess Now. llf So, Oiiess Again. YbUR CHAr.CE FOR SPECIAL PRIZE OF $1,000 EfJDS AT IDniGHT, FEB.

14. From Now to July 1, 1903 Only HARLAN FOR DELAY Fred M. Blount, However, Urges Early Nomination, Darron'i Democratic Friends Xon Certain That He Mt Han as 10 Two dates are being spoken of for the Republican primaries and city conveution Feb, 7 and 28 and March 6 and 7. This would throw the primaries on Friday and the con vention on Saturday In the event either date was selected by the Republican county cen tral committee. The time for holding the Democratic primary and convention suggest ed by the city hall faction Is March 9 and 10.

Some of the Republican leaders are in fa-oivpf an early convention, while others fa vor a late one. Nevertheless, there seems to Lp a strong sentiment in favor of holding the primaries this- month. J. M. Harlan and Lis campaign managers are Insisting upon a lata primary.

In his nightly speeches Jfr. Harlan is advocating this plan. It Is not improbable that the county committee will get together before the end of the week and the primary call. Under the new primary law the call must be Issued fifteen days before the date agreed upon. Illount for EarljTrlmarlfii.

Fred M. Blount came out emphatically yesterday in favor of holding the primaries this th. He said that the nominee, who ever be ru-gbt be. should be given at least thirty- fiv? days after the convention in which to ir.ske a canvass of the thirty-five wards in "I see no reason why the primaries shoSl.l be held this month." he paid. cne kc ws who the nominee will be.

and he thr. iid be given ample time to make his rnr.aiga after being nominated. It is an of presumption on the part of Harlan to say that there are but two dates in the field. How does he know La: half a dozen men may present their t'iits to that convention? Mr. Harlan has be-; campaigning for about two months now and he should be satisfied at any rate." 1 W.

Lpham echoed the sentiments tf Blount, and favored calling the ima. ies Feb. 27. and the convention for ttr- fi. Mowing day.

The majority of tn Park harmony committee wants the li, March fi and This was the ten; Tiiis of opinion expressed yesterday at rtpular weekly dinner of the (br Union restaurant. This eUo favors the naming of a corn-pit if ticket by the Republicans, to the Judicial convention in Jane to seUcted at the same primary as tb- u.l-stJUs to the city convention. It is bt-IUvttl. however, that the Legislature will pa.s kn KHicodment to the primary law which v. i.l permit the holding or a separate Judicial primary, and also a provision au-thti'Ssfnc thi executive committee of the county organization of the two-parties to a j.

This decision was a -t a conference yesterday. Burke, took th's s.ssil trorn the first, as they were certain ilit Major's committee would name the Jaaic-t ecJ clerks to jiutt their own ends. William E. Burns, who represented the lJtmucratic tintiment in favor of a primary Jielit the iJarrow movement, said: The Democratic friends of Mr.

Barrow are convinced that it would be useless to make a primary fight under the circumstances. The Harrison crowd has "given prima facie evidence that It intends to steal the primaries by taking the authority of naming the judges and clerks of election Instead at giving all the committeemen a voice ln-ih (election of the list. The unheard-of proceeding of a party organization indorsing candidate before a nominating convention has spoken makes it impracticable to consider a primary contest." Ilurke Fllra a Proteit. Robert E. Burke yesterday filed a protest with the election commissioners against the list pf judges and clerks of election for the Twenty-First ward.

The contest is on behalf of the regular Democratic organization in the ward. Armond F. Teefy has been retained to represent the ward, organization. Politicians say that Burke has the better of the argument. The true, purpose of the Judicial committee named by the Democratic county committee at Its last meeting came to light yesterday.

It- is to be the duty of this committee, which is made up entirely of friends of the city hall faction, to see that the Democratic judges who desire re-election in June must recommend for justices of the peace only those who are to the Harrison Democracy. The organization committee of the Graeme Stewart club of the Twenty-Fifth ward will meet at noon today at the Union restaurant to discuss plans of organization. J. M. For the information of elevated railroad passengers, signs giving street names are required for every forty feet of platform, in, an ordinance yesterday recommended to the council by the license committee.

The eigne must be posted in conspicuous positions, and -must be illuminated at night. Aldermen Finn, Sloan, and Dougherty were named as a subcommittee to prepare an ordinance for licensing hotels -and lodging-houses of every description. Corporation Counsel Walker having held that the city 7 had this power. Chairman Finn said a meeting would be held soon, and added: "We are to fix on a schedule of license fee to charged. We may decide to classify hotels and lodging-houses.

Forexample.lt would hardly do to charge the same license fee to the Auditorium hotel as to a cheap lodging-house. The plan Is to provide for city regulation of hotels, inns, taverns, lodging-houses, and similar places. The health department is to approve the application for permit, and without the permit no hotel can be operated, according to Uies plan." Clergymen and property owners appeared against the order to Issue a saloon license for the premises at 1409 West Jackson boulevard, near Albany avenue. The committee sent the matter to Corporation Counsel Walker for an opinion as to whether the license runa to the person or the place, and as to other matters affecting the license of a saloon on a boulevard. The property on which the saloon stands belongs to Mrs.

Fits-gibbons. The saloon has been a neighborhood fixture for aixteen years near the Church of Our Lady of Sorrows. 51' By the author of Letters from a Self-Made Merchant to His Son. A new series of papers in which Old Man Graham preaches the gospel, of good business and tells some of his characteristic stories. This Life" Story of a Self-Made Merchant, by George Horace Lorimer, will be one of'the features of coming issues of the magazine.

The Letters from a Self-Made Merchant to His Son met with universal favor, and there is every reason to believe that the new series by the same author will be equally popular. In the new series old Graham tells the story of his own business career how he began life as a farmer's boy, worked his way to the front and became the biggest pork packer in the West.
