Berteau said the proposal, which is to be offered to the Comprehensive Health Planning Agency of Southeastern Wisconsin (CHPASEW), is aimed at maintaining SEWRPC's planning review function. Some concern has been expressed within the seven-county area of southeastern Wisconsin that the new Health Systems Agency being created by CHPASEW under federal law will be too autonomous and function without review or control. The SEWRPC proposal intends to prevent that, Berteau said.

"Several of the counties had expressed concern to me about the powers and attitude that CHPASEW was writing into the bylaws of the new organization, but when I appeared before CHPASEW to explain SEWRPC's role and my appearance didn't even show up in their minutes I got concerned Berteau explained. Before the Department of Health, Education and Welfare wll designate the new agency to do health planning, Berteau said, it will require an agree-. ment with SEWRPC. As proposed Thursday, that agreement is intended to preserve SEWRPC's role as the primary planning agency in southeastern Wisconsin. It would require that overlapping memberships be written into the bylaws of the.

new Health Systems agency, and that the two groups have an annual joint meeting with chairmanship alternating each year. SEWRPC would retain the right to review and comment on any Health Systems Agency work program proposal prior to formal adoption and all aspects of environmental health planning will remain a SEWRPC responsibility.
