Instead of merely assuming that more dairying or an increase in flu raising of poultry was advisable, or that their particular section was adaptable to the raising of fruits or crops of various kinds, it has been considered advisable to obtain basic information to the extent of the development of these enterprises before setting out to entourage an increase in production. Such surveys invariably have proved very helpful by supplying information which has enabled the commercial organization and its trade-area farmers to undertake a project in a well planned wav, and with an assurance that has resulted in many cases, in the further development of enterprise on a vary satisfactory basis.

Through these surveys many instances have been found where some contemplated self-serving enterprise would not prove economically profitable to the community. Cities and farm areas have learned from sad experience that the mere building of more factories, the increasing of acreage or the number tit crops, is nut always a road to financial success or community development. Such experiences have led business men and farmers to Meek the cooperation of each other in formulating a constructive program for agricultural and comtiH nil interests. Aside from agricultural planning, the promotion of good roads has been a great factor of development with business men and farmers These groups have ated in working out legislation and securing its enac tment.
