Who would knowingly immigrate to a State where are issued without limit Treasury Warrants cail- a ing for land not in existence, ut ths pitiful rate of 2A cants per acre? If there was to former days any justifiable reason for such au is6ueuf 2J cents per aero warrauts, there is certainly none at this late day, when lands in the most distant West, Northwest and Southwest, sell readily at the United l' States Land Office at 25 per acre, and the distant State of Texas has, within a few days enacted a law not to sell auy of her lands for less than per acre, and from 'r that to $2 per acre. The Old Doiuinioo has ever denounced repudiation oa the part of herself and the oth- 12 er States of the Confederacy, and yet she has gone on and issuid Treasury Land Warrants 0 that have called for vastly more acres of land than can be found. These warrants are no sooner presented by foreign cr outside purchasers, than they are repudiated and the 81 holder is informed that be has been tf These discreditable proceedings occur evary day to unfortunate sufferers by the fraudu- lent cents-per-acre-warrants, which have been sold to them at U. S.

Land-office prices ttl of $1 25 per acre, and olten at a large advance upon that sum. This disgraceful state of things should he at once reformed altogether, and we are glad to near that there is now, in the possession of ei each number of the Legislature, a proper bill, such as is sketched by our correspondent, and which, we hear, has met the sanction of the Governor, the Secretary of the Commonwealth, the Keginter of the Land Office, and '1' the most influential members ol both Houses. Such a bill will remove the cause of a cry- ing sin, and wo trust that it will at once be i passed. The question involves the very hj credit and standing of the and should no longer be delayed nor neglected. After coming to order, the President sta- 01 ted to the Board that be had taken action in reference to the intercourse between him self and the members of tbc new Board, and bad taken measures to obtain legal decision as to tbe relative ngbts of the two He stated that a bill of injunction was before the Circuit Court of this and was expected to be disposed of by that Court on Monday or Wednesday next. In the House of Delegates, on Thursday I ight, the consideration of the bill to incur- orate the Lynchburg and North Carolina i lailroad, was indefinitely postponed. On Friday a bill was passed to amend the th, 6th and 16'h sections of an act concerning iheriffi and Commissioners of the Revenue, passed March 15th, 1856, and rejealmg oe 11th section ot said act. Health moved a recoosideration of the ote by wbich the Scoate bill to suppress the iroulatioo of notes of small denomination, ras rejected yesterday. He remarked that ie ohjr ot of the bill was to inaugurate a 1 ard oney policy wbich was ostaic.ed by the dominant party in this State, nd beiipved that the bill would have VIRGINIA AI lapsed, if its provisions had been more gene- ally understood by the members. Mr. McKeniie opposed the motion. lie iharaoteriied the measure as a "bill of abomoations" and insisted that a fair cxpres- 1 lion of opinion had already been obtained ipon it.

1 Mr. Johnson, of Taylor, also addressed he House in opposition to the motion. lie 1 aid that it was uota Democratic measure; it vould alioot men of all parties in this State, 1 ind kill oti the banks. Soadunsaid the object of reconsiJera- 1 iuo was to amend the bill, and put it into a bape which would render it acceptable to a uajority of the House. Mr Johnston, of Harrison, hoped that the louse would not concur in the motion, as he appropriation bill was yet to be acted ipon, and should receive the attention of the louse, before tbey were left without a quo- um.

Mr. Carter, cf Russell, said that the cur- 1 ency on the part of tho State which ho re 1 irosented consisted mainly of the notes from 1 ennosice, Kentucky and the Carolines, and 1 he bill, if passed, would produce great in- onvenience among bis constituents. In ro- 1 narking, yesterday, that Richmond would lecomo the specie ficus of the State, he that this result would proceed from he passage of tho bill requiring tho banks 0 provide for the redemption of their issues Richmond, in connection with the bill to 1 oppress tho circulation of foreign notes. Mr. jnes, of Appomattox, alter a few renarks in favor of tho motioo, called the pre- ious question.

An amendment was adopted after discus- lion by Messrs. Johnston of 11., Christian md llaymond, making the annuity to the Western Lunatic Asylum 845,000, in addi- I ion to the amount received from pay pa11 nts. Mr. Christian moved to substitute 84 000 nstead of 8J.000, for transportation ot padents as recommended by the Directors of 1 Asylum. This was opposed by Mr.

Johnston of 11 and rejected. Mr Heath moved to increase the amount For repairs to the Armory from $500 to ooo. This proposition was discussed by Messrs. Duckwall, Johnston of 11., Lee, Christian, reoii aud iieddoo, and thereupon rejected. Various other amendments were offered, mine of hich were adopted, and others re- ected.
