It is unfortunate that in the heat of campaigns, unsupported charges and unfair tactics are sometimes used. Voters should beware of any 11th hour attacks. The Tribune believes that both candidates are honorable men who have a de-s sire to serve the City of Oakland as Mayor. Obviously, both cannot be elected. The Tribune recommends John C.
