No one was injured in the blaze at Neal's Fine Dining Restaurant, 1700 Sheridan which apparently began after closing, according to a news release from the Kenosha County Sheriff's Department. A passing motorist reported the fire about 1:53 a.m. The fire had engulfed the southern half of the building while the northern portion suffered heavy smoke damage, the release said. A damage estimate was unavailable because the owner had been doing extensive remodeling of the building, said a spokesman for the sheriff's department. Six fire departments Somers, Kenosha, Pleasant Prairie, Mount Pleasant, Sturtevant and Salem fought the fire while the Bristol Fire Department manned the Somers' station.

Because of the extent of the damage, the state fire marshall will assist Kenosha County and the Somers Fire Department in the investigation, the spokesman said. Memorial set for Parkside teacher KENOSHA Friends, colleagues and former students of the late Herbert Kubly, former writer-in-residence at the University of Wisconsin-Parkside, will hold a 7:30 p.m. memorial program in the university's Overlook Lounge on Monday. Kubly, a 1956 National Book Award winner, died Aug. 7 in New Glarus. He was 81.

In his memory, the UW-Parkside English Department has established the Herbert Kubly Writing Award. The cash award will be presented annually to a student with exceptional creative writing skills. Contributions should be made payable to the UW-Parkside Benevolent Foundation and sent in care of the Office of University Relations, UWParkside, Box 2000, Kenosha, Wis. 53141-2000. Kubly joined the Parkside English faculty in 1969 after a career writing for Time magazine, the New York Herald Tribune, Esquire, Vogue, Atlantic Monthly and other publications.

Kubly taught creative writing at Parkside until he retired in 1985. He was honored with the publications "The Parkside Stories," which included a novelette he wrote, plus a collection of the best fiction produced by his students. Kubly won the National Book Award for "American in Italy," a work of nonfiction he wrote while studying in Italy on a Fulbright grant. Body may be that of missing boater STURGEON BAY Authorities who have searched for a week for two fishermen said boaters found a body Saturday in the waters of Green Bay. Boaters alerted the Coast Guard to the body floating about one-quarter mile off shore near Egg Harbor, the Door County sheriff's office said.

The identity was not immediately known. Steven Nelson, 38, of Cascade and Walt Madsen, 36, of Prescott have been missing since their boat was found capsized Oct. 4. Taxes pay for activists' advice MADISON (AP) Vincent Rue never testified in last week's federal trial on Wisconsin's new abortion waiting period law, but he still left an impression. The anti abortion activist stands to make up to $65,000 from state taxpayers. He racked up consulting fees at $100 an hour for rounding up expert witnesses and being on hand in case state Justice Department attorneys needed to tap his expertise during the five day trial. Rue is director of the Institute for Pregnancy Loss in Portsmouth, N.H. He helped find three out-of-state experts a Virginia psychologist, a North Carolina professor and an Illinois physician who testified for the law that imposes a 24-hour waiting period on women seeking abortions.

Two federal courts have refused to accept Rue's own testimony as reliable, abortion rights supporters said. "He testified in numerous cases in favor of anti-abortion statutes until two federal courts ruled him disqualified as a witness and not credible," said Dara Klassel, an attorney for the Planned Parenthood Federation of America. "Then he stopped testifying and started being behind the scenes," she said. One witness for the state, University of North Carolina sociologist Peter Uhlenberg, admitted under cross examination that his findings were written by Rue and that Rue had prepared five tables of his data. Uhlenberg received $1,500 a day for his testimony.

Assistant Attorney General Bruce Olsen said Rue also had supplied the state's other experts with information. BURLINGTON Charles B. 'Charlie' Wagner 80, passed away at his residence on Wednesday, October 9, 1996. He was born on February 2, 1916, to Charles and Rosamund (Finke) Wagner Sr. and was a lifetime resident of Burlington. Charles attended St.

Mary's Grade School and Burlington High School. He was the Vice President and Secretary of the Wagner member Specialty St. Company. He was a of Mary's Catholic Church in Burlington and was formerly active in the St. Mary's Athletic Association.

He is survived by three sisters, Dorothy Lasky of Walnut Creek, Jean Nash of Hyde Park, N.Y., and Betty Phillips of Virginia Beach, nieces, nephews, other relatives and friends. He is preceded in death by his parents; two sisters, Mary Marx and Rosamund Schutte; and one brother, Paul.
